    That the May 28, 2024 report of the Community Services Division be forwarded to City Council recommending that at the time of the Public Hearing, the Discretionary Use Application submitted by Chuck Hank, requesting approval to operate a Residential Care Home - Type II at 334 Taskamanwa Street, for a maximum of 15 residents and two staff members, be approved, subject to the following conditions:

    1. The applicant obtains a Development Permit and all other relevant permits and licences, including a Building Permit; and
    2. The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

Commission Member Kamal entered the meeting at 12:22 p.m.

Senior Project Planner Christine Gutmann responded to questions of the Commission along with Planner de Wit.

During discussion, Administration clarified that residential care home - type II will remain 6 to 15 residents. Additionally, designated sites for residential care homes have previously been included in concept plans. Currently, approval of residential care homes on the designated sites is delegated to administration. It is recommended that residential care homes be changed to permitted use on these designated sites. Sites that have not been designated for residential care homes will go through the discretionary use process.

Director of Planning and Development Anderson and Development Review Manager Dawson advised of the standard practice for communications and members of the public requesting to speak at advisory committee meetings. Municipal Planning Commission receives information as an advisory commission and provides recommendations to City Council at its Public Hearing meeting with City Council making the final decision. The Commission meets once a month, and the agenda is published on the Wednesday the week prior to the meeting. Typically, upcoming matters are posted on the City's engage page for a number of weeks.

Commission Member Laba excused himself from the meeting at 1:07 p.m.

Director of Planning and Development Anderson responded to questions of the Commission along with Senior Project Planner Gutmann and Senior Planner Brotzel.

Administration further clarified the following:

  • The Corridor Growth Area boundary was approved by City Council previously;
  • The report being considered is in regard to amending the boundary and the general intent is for more consistency; and
  • All parks within the Corridor Growth Area will have a land use designation from a residential zoning to a park zoning. It will be a new land use that will not allow any development to occur. Existing parks and spaces are not proposed to be turned into residential developments.

Director of Planning and Development Anderson, Development Review Manager Dawson, Senior Project Planner Gutmann and Senior Planner Pamela Brotzel responded to questions of the Commission.

Administration further clarified the following:

  • The Zoning Bylaw amendments must be consistent with the Official Community Plan;
  • In terms of the corridors themselves, Saskatoon Water has completed an analysis to identify where upgrades are required, and have created a plan for which areas have more priority;
  • Rezoning applications or an increase in density on a property are reviewed by City Administration, including Saskatoon Water for site servicing. If there are infrastructure requirements particular to a development through a rezoning process those are the responsibility of the developer;
  • The Corridor Growth Area is the area defined through the growth plan from 2016, an area that is more or less around 250 metres from the Bus Rapid Transit (BRT) route;
  • The Transit Development Area is about 800 metres from a planned BRT station and is essentially an extension of the corridor area; and
  • There are limited tools under the Planning and Development Act to enable control of architectural design in a neighbourhood.
