    Responding to a question from Councillor Davies, City Clerk Tittemore provided clarification on whether Councillor Davies was able to vote on items going forward due to having to leave early to attend a family graduation ceremony. The Procedures and Committees Bylaw requires full attendance during all portions of a public hearing for a member of Council to vote on the item.  While a provision exists for a Councillor to receive a summary of proceedings during their absence and return, it must be able to occur within a ten-minute period. It was confirmed that the absence would not meet that qualification, and Councillor Davies was not able to vote on any of the items.


Identified a potential conflict surrounding a specific portion of 29th Street, however the conflict did not arise.

City Clerk Tittemore provided an overview of the process for the hearings. Together with City Solicitor Yelland they responded to questions. It was outlined that due to the interdependency of items, speakers were to be given an opportunity to address Council during item 4.1.1 as a summary to all items or to speak to specific agenda items during the applicable hearing. In all cases, speakers, pre-submitted comments, and questions and discussions of Council are to be associated and attached to all items at the meeting, regardless of where assigned. For each speaker, the Mayor asked whether comments were being made for all items, or only for the specific hearing. Individuals indicating that they were speaking in summary retained the right to speak to individual items at subsequent hearings.

City Manager Jorgenson introduced the Federal Municipal Infrastructure Funding and Housing Conditions Report. 
 

Kreg Harley, Chair, Municipal Planning Commission, expressed the Commission's support for the Public Hearing items considered by the Commission.  It was noted that the Commission lost quorum prior to considering item 4.1.4, so their recommendations encompass only items 4.1.1, 4.1.2, 4.1.3, and 4.1.5. He responded to questions of Council.

Mayor Clark introduced the matter and a motion to consider first reading of Bylaw No. 10008 was passed.

Director of Planning and Development Anderson reviewed the proposed amendments and presented a PowerPoint presentation. 

In addition to speakers noted in item 4.1.1 as providing summary comments for each of the agenda items, Council heard from the following:

  • Cary Tarasoff, who responded to questions;
  • Doug Tompson;

The City Clerk advised that the notice that appeared in the Star Phoenix indicated Bylaw Nos. 10009, 10010 and 10011 were being considered under this item. Bylaw Nos. 10010 and 10010 were withdrawn and all matters as advertised were contained in Bylaw No. 10009.
