Submissions providing comments and/or requesting to speak will be accepted for public meetings using the online form at saskatoon.ca/writetocouncil. Any submissions received by 5:00 p.m. on the Monday the week of the meeting will form part of the additional items. For Public Hearings, anyone present in the gallery who wishes to address Council on the agenda items, will be heard. If you are wanting to address a hearing virtually, you must register with the City Clerk's Office using the link provided above.

The Chair will call the Public Hearing meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirm roll call.

  • Recommendation
    1. That Item 6.2.1 be considered immediately following consideration of Public Acknowledgements; and
    2. That the agenda be approved as presented.
  • Recommendation

    That the minutes of the Public Hearing meeting of City Council held on August 28, 2024, be approved.

The City Planner has advised that notification posters have been sent to all adjacent landowners within 75 metres of the site.

  • Recommendation

    That the Discretionary Use Application submitted by Babatunde Fafure, requesting approval to operate a day care for 50 persons at 300 109th Street West, be approved, subject to the following conditions:

    1. The applicant obtains a Development Permit and all other relevant permits and licences (including a Building Permit); and
    2. The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

A report of the Corporate Financial Services Division is provided.

  • Recommendation

    That City Council authorize the following planned borrowings:

    1. Up to $34,833,200 for the Home Equity Loan Program (Capital Project P.01956);
    2. Up to $2,230,000 for Utility Solar Scale Energy Implementation (Capital Project P.01955);
    3. Up to $1,650,000 for the Civic Water Conservation (Capital Project P.02197); and
    4. An allowable 10% variance on the borrowing requirements for the projects identified. Any variance greater than 10% of the borrowing amount identified would require a new public notice.

A report from the Transportation and Construction Division is provided.

  • Recommendation
    1. That City Council consider Bylaw No. 10040 - The Street Closing Bylaw, 2024 (No. 5);
    2. That after closure the former right-of-way be transferred to Edgar Properties V Ltd.; and
    3. That all costs associated with closure be paid by the applicant, including Solicitor’s fees and disbursements.

  • Recommendation
    1. That City Council consider Bylaw No. 10039 - The Street Closing Bylaw, 2024 (No. 4);
    2. That after closure the former right-of-way be transferred to Arbutus Properties; and
    3. That all costs associated with closure be paid by the applicant, including Solicitor’s fees and disbursements.
