The Chair will call the Public Hearing Meeting to order on Treaty 6 Territory and the Traditional Homeland of the Metis People and confirm roll call.

  • Recommendation

    That the agenda be approved as presented.

  • Recommendation

    That the minutes of the Public Hearing meeting of City Council held on July 25, 2022 be approved.

The following documents are provided:

  • Report of the General Manager, Community Services, dated July 26, 2022; and,
  • Letter from the Municipal Planning Commission, dated July 29, 2022.

The City Planner has advised that notification posters have been sent to all adjacent landowners within 150 metres of the site.

  • Recommendation

    That the Discretionary Use Application submitted by Vikarun Koly and Sharker Mohamad Ahsan, requesting approval to develop a Residential Care Home Type II for up to 15 residents at any one time, at 926 Bentley Manor, be approved, subject to the following conditions:

    1. The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application, and conform with development standards as described under Bylaw No. 8770, Zoning Bylaw, 2009; and
    2. The applicant obtains a Development Permit and all other relevant permits and licences, including a Building Permit.

A report of the General Manager, Transportation and Construction, dated August 29, 2022 is provided, along with Bylaw No. 9838 and the notice that appeared in the local press on August 13 and 15, 2022.

  • Recommendation
    1. That City Council consider Bylaw No. 9838 - The Street Closing Bylaw, 2022
      (No. 3);
    2. That after closure, the former right-of-way be transferred to Bomac Industries Ltd.; and
    3. That all costs associated with closure be paid by the applicant, including Solicitor’s fees and disbursements.

  • Recommendation
    1. That the City enter into a lease agreement with Ideas Inc. to operate the public market within the Farmers’ Market Building, located at 414 Avenue B South in River Landing, based on the terms outlined in the August 15, 2022 report of the General Manager, Community Services;
    2. That a five-year tax exemption, estimated at $53,162, based on the increasing scale outlined in Appendix 2, be approved;
    3. That the City Solicitor be requested to prepare the appropriate agreements and that His Worship the Mayor and the City Clerk be authorized to execute the agreements under the Corporate Seal; and
    4. The post budget request for a 2022 capital project at a cost of $150,000, be approved for the purchase of furnishings for the common areas, funded 50% from the Reserve for Capital Expenditures and 50% by Ideas Inc. as a private contribution.
