The Chair will call the Public Hearing meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirm roll call.

6.1

Land Use, etc.

6.1.1

Discretionary Use Application – Parking Station – 1213 1st Avenue North [MPC2024-0702]

The following documents are provided:

• Report of the Community Services Division, dated July 30, 2024; and
• Report from the Municipal Planning Commission, dated July 30, 2024.

The City Planner has advised that notification posters have been sent to all adjacent landowners within 75 metres of the site.

• Recommendation

  That the Discretionary Use Application submitted by Kake Holdings Inc., requesting approval to develop a Parking Station at 1213 1^st Avenue North, be approved, subject to the following conditions:  

  • The applicant obtains a Development Permit and all other relevant permits and licences; and
  • The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

6.1.2

Proposed Brighton Neighbourhood Concept Plan Amendment [MPC2024-0701]

The following documents are provided:

• Report of the Community Services Division, dated July 30, 2024;
• Report from the Municipal Planning Commission, dated July 30, 2024;
• Notice that appeared in the Star Phoenix on August 10, 2024; and
• Letter from Andrew Williams, North Prairie Developments, dated August 13, 2024, advising he will be available for questions.

• Recommendation

  That proposed amendments to the Brighton Neighbourhood Concept Plan and Bylaw No. 8770, Zoning Bylaw, 2009, to rezone land in the Brighton Neighbourhood from RMTN(H) to RM4 District, as outlined in the July 30, 2024 report of the Community Services Division, be approved.

Proposed Rezoning – Brighton Gate and Gibson Bend [MPC2024-0701]

• Recommendation
  1. That City Council consider Bylaw No. 10032, The Municipal Reserve Redesignation Bylaw, 2024; and
  2. That the City Solicitor be requested to prepare the appropriate documents and that His Worship the Mayor and the City Clerk be authorized to execute the documents under the Corporate Seal.
