5.1

Council Members

The City Clerk reported that this is a standing item on the agenda in order to provide Council Members an opportunity to provide any public acknowledgements.

5.1.1

Mayor C. Clark -  Condolences - Hugo Alvarado

Mayor Clark expressed condolences on behalf of City Council on the passing of Hugo Alvarado noting his accomplishments in the community. 

5.1.2

Mayor C. Clark - COVID-19 and the Community

Mayor Clark noted the recent alleged targeted attack of a community member and reminded that targeted attacks on any groups cannot be tolerated and we need to build networks of support during these times of COVID-19.

5.1.3

Councillor S. Gersher - Community Support

Councillor Gersher acknowledged the members of community in the Greystone Heights neighbourood, Quance Avenue, supporting the front-line workers.

5.1.4

Councillor S. Gersher - Education for Sustainable Development Award

Councillor Gersher recognized that the City of Saskatoon received the Education for Sustainable Development Award from the Saskatchewan Regional Centre of Expertise for the Triple Bottom Line initiative and congratulated members of the team involved.

5.1.5

Councillor R. Donauer - Paramedic Services Week

Councillor Donauer recognized Paramedic Services Week May 24 - 30, 2020 and those serving on the front lines keeping the community safe.

QUESTION PERIOD

7.1

Councillor T. Davies - Investment in Juno Awards - Cancellation

Councillor Davies noted the situation with the Grey Cup in Regina being cancelled and the returned investment back to Regina in 2022.  He asked if the City of Saskatoon had been in contact with the organizers of the Juno's with respect to any return on investment due to the Juno's being cancelled.  General Manager, Community Services Lacroix indicated that the City is in conversations with the organizers and is due to report back to Council regarding the City's commitment to the Juno's likely in June or July of 2020. 

7.2

Councillor D. Hill - Railroad Embankments - Urban Forestry

Councillor Hill inquired about the recent removal of trees on CP Rail's property.

General Manager, Community Services Lacroix indicated that the City did not receive advance notice of the removal of the trees and nor was there any requirement as it is private property. 

As a follow up, Councillor Hill asked if Administration could work with CP Rail on the re-vegetation of the area.  General Manager Lacroix noted the City could work with CP Rail on trees and vegetation that would thrive in our climate.

7.3

Councillor D. Hill - Return to In-Person Council Meetings

Councillor Hill asked if there are plans to return to in-person Council meetings.  

City Clerk Sproule indicated that the Administration is looking at the potential of an in-person Council meeting in June.

7.4

Councillor R. Donauer - Community Gardens Policy Due to COVID-19

Councillor Donauer indicated that the policy regulations on community gardens as a result of COVID-19 are onerous and asked what consultation occurred.

General Manager, Community Services Lacroix provided information on the consultation that has occurred with the various stakeholders noting that as protocols change, the number of gardeners allowed could be adjusted.

7.5

Councillor C. Block - Lane Between 11th Street and Saskatchewan Crescent East

Due to a recent fire, Councillor Block noted that the lane between 11th Street and Saskatchewan Crescent East was found to be in disrepair and asked for an update on safety and maintenance in the lanes.

Saskatoon Fire Chief Hackl and General Manager, Community Services Lacroix provided a response.

7.6

Councillor C. Block - Parking Patio Fees - COVID-19

Councillor Block asked if there was an option to waive parking patio fees as a result of the impact from the pandemic.

General Manager, Community Services Lacroix confirmed that parking patio fees will be included as part of upcoming reporting expected in June.

• 1. That the application from Maven Water & Environment Ltd. for a five-year tax abatement on the incremental portion of taxes at 303 Wellman Crescent, as a result of its development in 2020, be approved as follows:
     o  100% in Year 1;
     o  80% in Year 2;
     o  70% in Year 3;
     o  60% in Year 4;
     o  50% in Year 5; and
  2. That the City Solicitor be instructed to prepare the appropriate agreements.

• 1. That the Administration be authorized to purchase a portion of Parcel A, Plan No. 102101746, Extension 24 (ISC Surface Parcel No. 131718056) comprised of approximately 1.26 acres from Canadian Pacific Railway Company at a purchase price of $60,365; and
  2. That the City Solicitor be requested to prepare the appropriate agreement and that His Worship the Mayor and the City Clerk be authorized to execute the agreement under the Corporate Seal.

Council heard from the following speakers via teleconference:

Roxanne Lind spoke on behalf of a newly formed committee noting the excessive noise on Spadina Crescent and asked that this matter not wait until the 2022/2023 budget cycle but work within to mitigate noise on specific streets.

Denis Tetu spoke on behalf of Providence III on 8th Street and requested more immediate actions to mitigate the vehicle noise on 8th Street.

Additionally, that the measures remain in place until recognized public international, federal, or provincial health authorities advise that the pandemic is no longer a threat to public safety and the social distancing protocols have been lifted.
