PUBLIC HEARING MEETING OF CITY COUNCIL

Submissions providing comments and/or requesting to speak will be accepted for public meetings using the online form at saskatoon.ca/writetocouncil. Any submissions received by 5:00 p.m. on the Monday the week of the meeting will form part of the additional items. For Public Hearings, anyone present in the gallery who wishes to address Council on the agenda items, will be heard. If you are wanting to address a hearing virtually, you must register with the City Clerk's Office using the link provided above.

The Chair will call the Public Hearing meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirm roll call.

    That the agenda be approved as presented.

  • Recommendation

    That the minutes of the Public Hearing meeting of City Council held on April 24, 2024 be approved.

The City Planner has advised that notification posters have been sent to all adjacent landowners within 75 metres of the site.

  • Recommendation

    That at the time of the Public Hearing, the Discretionary Use Application submitted by Citylife Investment Corp., requesting approval to develop a retail store or shopping centre with a gross leasable floor area of 5,000m² or greater, at 110 Marquis Drive West, be approved subject to the following conditions:

    1. The applicant obtains a Development Permit and all other relevant permits and licenses including a Building Permit; and
    2. The Plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

    That City Council consider Bylaw No. 9993.

  • Recommendation

    That City Council:

    1. Consider Bylaw No. 9995, The Procedures and Committees Amendment Bylaw, 2024 (No. 2); and
    2. Instruct the City Clerk to make the required amendments to Council Policy No. C09-013, Use of Sidewalks, Boulevards and Parking Stalls – Vending.

  • Recommendation
    1. That City Council consider Bylaw No. 9996 - The Street Closing Bylaw, 2024 (No. 2);
    2. That after closure, the former right-of-way will be converted to a Municipal Utility parcel owned by the City of Saskatoon;
    3. That all registration and signage costs associated with closure be paid by the City of Saskatoon.

  • Recommendation

    That City Council authorize the following planned borrowing:

    1. Up to $22,110,000 to fund the City-owned organics processing facility; and
    2. An allowable 10% variance on the borrowing requirements for the project identified. Any variance greater than 10% of the borrowing amount identified would require a new public notice.
