    That the minutes of the Regular Business Meeting of City Council held on June 29, 2020, and the Special Meeting of City Council held on July 20, 2020, be adopted.

  • Recommendation

    ​That the Committee recommendations contained in Items 8.5.1 to 8.5.3 be adopted as one motion.

  • Recommendation
    1. That the grant from Canadian Medical Association Foundation be directed to the InterAgency Response Group for use in their efforts to support the vulnerable populations in Saskatoon, and used in a manner consistent with the terms and conditions outlined in Appendix 1 of the report of the General Manager, Community Services Department dated July 20, 2020;
    2. That the Office of the City Solicitor receive and review the appropriate Federation of Canadian Municipalities funding agreement and that the Mayor and City Clerk be authorized to execute the agreement on behalf of the City of Saskatoon; and
    3. That the Inter-Agency Response Group, be required to provide a summary report on the use of the funding, in due course.
  • Recommendation
    1. That the Administration be directed to continue discussions with the Saskatoon Public School Division and the Greater Saskatoon Catholic School Division related to the planning of an integrated Leisure Centre with the two new high schools being planned for the Holmwood Suburban Centre;
    2. That the Administration be directed to report back on funding options for the project; and
    3. That the Administration be directed to continue discussions with the Saskatoon YMCA related to the planning of an integrated Leisure Centre being planned for the Holmwood Sector and report back.
  • Recommendation
    1. That the proposed amendments to Bylaw No. 8191, The Election Bylaw, 2012, as outlined in the report of the City Clerk dated July 20, 2020, be approved;
    2. That the City Solicitor’s Office be directed to amend Bylaw No. 8191, The Election Bylaw, 2012; and
    3. That City Council consider Bylaw No. 9717, The Election Amendment Bylaw, 2020.
  • Recommendation

    That City Council approve:

    1. That Ms. Maedeh Tizhoosh and Ms. Melissa McHale of the Parks Division, Community Services Department, be appointed as 2020 City of Saskatoon Weed Inspectors, in accordance with the provisions of The Weed Control Act;
    2. That Ms. Maedeh Tizhoosh and Ms. Melissa McHale of the Parks Division, Community Services Department, be appointed as 2020 City of Saskatoon municipal Dutch elm disease Inspectors, in accordance with the provisions of The Forest Resources Management Act, and
    3. That the City Clerk be requested to notify the Minister of the Environment of these appointments.

Councillor Gough provided the following Notice of Motion in accordance with section 65(1)(b) of Bylaw No. 9170, The Procedures and Committee Bylaw, 2014:

"Whereas, land use adjacency between lands zoned Heavy Industrial and Residential are unique to the southwest industrial area of Saskatoon;

Whereas, this land use adjacency naturally creates nuisance conflict; and

Whereas, residents of adjacent neighbourhoods and industrial operators are seeking support from the City of Saskatoon to determine options to mitigate land use conflicts;

Therefore, be it resolved that the Administration report back at the earliest opportunity about options and estimated costs to complete a study to identify potential mitigating measures to reduce noise impacts between the South West Industrial area and the adjacent residential areas, with particular attention to the adjacent areas of Pleasant Hill, and that the option consider partnership with willing industrial operators (e.g. access to land, willingness to contribute to study costs, etc.) to ensure a comprehensive study."
