The National Anthem was played and Mayor Clark called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People. He confirmed attendance via teleconference and reviewed guidelines for participating in Council meetings via Teams.

Mayor Clark acknowledged everyone involved with the recent closure of Centre City Inn and Suites including Saskatoon Fire and community partners noting the challenges.

Mayor Clark acknowledged the work of his Chief of Staff, Michelle Beveridge, indicating that July 27, 2020 is her last day of work.

Councillor Block asked if the City is considering the use of masks indoors at this time.

Director of Emergency Management Organization Goulden-McLeod responded that the City of Saskatoon is considering use of indoor masks in civic facilities and services where it is difficult to maintain physical distancing.

Councillor Hill asked about the restoration of the boulevard on Duke Street following construction indicating that it was not complete.

General Manager, Transportation & Construction Schmidt provided information on the phases of the project indicating that seed was placed in 2019.  He further noted that the process was changed in 2020 and sod is being used rather than seed. City Manager Jorgenson followed up with comments.

Councillor Dubois asked what the City is doing with respect to the wearing of masks and what communication will be provided to residents.

Director of Emergency Management Organization Goulden-McLeod indicated that communications will be related to City of Saskatoon facilities.  City Manager Jorgenson provided further comments indicating that there will be reporting in either August or September of this year.

Item 8.5.2 was removed from the Consent Agenda.

That the grant from Canadian Medical Association Foundation be directed to the InterAgency Response Group for use in their efforts to support the vulnerable populations in Saskatoon, and used in a manner consistent with the terms and conditions outlined in Appendix 1 of the report of the General Manager, Community Services Department dated July 20, 2020;
    2. That the Office of the City Solicitor receive and review the appropriate Federation of Canadian Municipalities funding agreement and that the Mayor and City Clerk be authorized to execute the agreement on behalf of the City of Saskatoon; and
    3. That the Inter-Agency Response Group, be required to provide a summary report on the use of the funding, in due course.

This item was removed from the Consent Agenda.

    3. That the Administration be directed to continue discussions with the Saskatoon YMCA related to the planning of an integrated Leisure Centre being planned for the Holmwood Sector and report back.

    Councillor Gersher returned to the meeting via teleconference.  Item 16.1 was considered next.


The City Clerk reported that Councillor Gough provided the following Notice of Motion in accordance with section 65(1)(b) of Bylaw No. 9170, The Procedures and Committee Bylaw, 2014:

"Whereas, land use adjacency between lands zoned Heavy Industrial and Residential are unique to the southwest industrial area of Saskatoon;

Whereas, this land use adjacency naturally creates nuisance conflict; and

Whereas, residents of adjacent neighbourhoods and industrial operators are seeking support from the City of Saskatoon to determine options to mitigate land use conflicts;

Therefore, be it resolved that the Administration report back at the earliest opportunity about options and estimated costs to complete a study to identify potential mitigating measures to reduce noise impacts between the South West Industrial area and the adjacent residential areas, with particular attention to the adjacent areas of Pleasant Hill, and that the option consider partnership with willing industrial operators (e.g. access to land, willingness to contribute to study costs, etc.) to ensure a comprehensive study."

A request to speak from Adam Pollock, dated July 24, 2020 was provided.

Councillor Iwanchuk excused herself from the meeting at 2:17 p.m. during discussion of this matter.

  • Councillor Gough indicated that had minor revisions to the motion she was putting forward.  It was determined that the changes were not substantive and therefore allowed.
