Mayor Clark introduced the matter and a motion to consider the recommendation was put forward.

Darryl Dawson, Development Review Section Manager, Community Services Division, reviewed the Discretionary Use Application and expressed the Division's support.

Kreg Harley, Chair, Municipal Planning Commission, expressed the Commission's support of the Discretionary Use Application.

Mayor Clark noted that Murray Sloboda, Emmanuel Baptist Church, was in attendance. Murray Sloboda responded to questions from Council.

Mayor Clark ascertained that there was nobody present in the gallery who wished to address Council on this matter.

    2. The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

Mayor Clark introduced the matter and a motion to consider first reading of Bylaw No. 9915 was passed.
 
Brent McAdam, Senior Planner, Community Services Division, reviewed the proposed zoning bylaw text amendment and expressed the Division's support. Together with Lesley Anderson, Director of Planning and Development, they responded to questions from Council. 
 
Kreg Harley, Chair, Municipal Planning Commission, expressed the Commission's support of the zoning bylaw text amendment.
 
Mayor Clark ascertained that there was nobody present in the gallery who wished to address Council on this matter.

That the request by Gordie Howe Sports Complex Management Inc, to enter into a ten-year license agreement with an option to renew, with Sask Entertainment Group and permit Sask Entertainment Group to operate a baseball franchise from Cairns Field, be approved, subject to the administrative conditions outlined in the August 9, 2023 report of the Community Services Division;
    2. That the request of Sask Entertainment Group, to install a modular building to serve as a baseball clubhouse at the Gordie Howe Complex, be approved as a lease, subject to administrative conditions outlined in the August 9, 2023 report of the Community Services Division;
    3. That Sask Entertainment Group be granted limited marketing rights inside Cairns Field on the scoreboard and infield signage, subject to review and approval by Administration; and
    4. That the City Solicitor be requested to prepare the appropriate agreement(s) and the City Manager and the City Clerk be authorized to execute the agreement under the Corporate Seal.
