The Commission was requested to appoint a Chair and Vice-Chair for 2019.

Mr. Jeff Jackson was Chair and Mr. Robin Mowat was Vice-Chair for 2018.

    That Mr. Mowat be appointed Chair of the Municipal Planning Commission for 2019.

    That Ms. Schwab be appointed Vice-Chair of the Municipal Planning Commission for 2019.

The Committee Assistant reported that City Council, at its meeting held on November 19, 2018 adopted recommendations of its Governance and Priorities Committee that the following be appointed or re-appointed to the Municipal Planning Commission. 

For 2019:

A letter from Meghan Mickelson, Walking Saskatoon, dated January 28, 2019 was provided.

Mr. Brent McAdam, City Centre Planner, Community Services Department, reviewed the submitted report and expressed the Departments support.

Mr. Louis Aussant, AODBT Architecture & Interior Design addressed the Commission regarding the proposed application and along with Mr. John Nasser, Victory Majors answered questions of the Commission.

Ms. DeeAnn Mercier, Director, Broadway Business Improvement District was also in attendance to answer questions of the Commission.

The Commission asked questions of both the Administration and the interested parties and the following information was provided:

  • The street level design includes an overhang and increases the opportunity for outdoor plaza space to improve the pedestrian experience;
  • Design elements on the development to reduce bird strikes include the shape and façade of the building, low reflective materials and inset balconies to create depth and shadows;
  • There are no regulations for bird strikes in Saskatoon or the Province.  Any mitigating measures for bird strikes are voluntary;
  • The site is located in the Meewasin Valley Authority district and will also require approval from the Meewasin Valley Authority;
  • The mechanical equipment for the building will be enclosed and cover about half of the roof area;
  • There is a possibility that solar panels could be placed on the roof, as long as the inverters and other hardware will fit;
  • The Broadway 360 document was created in 2009 which recommended buildings in the area to not exceed nine storeys.  Ultimately no height restriction was approved for the area;
  • There is a petition that is in opposition of the proposal; and
  • Construction could commence next year and continue for a maximum of three years.

    That the Municipal Planning Commission recommend to City Council at the time of the Public Hearing that the applications to amend Official Community Plan Bylaw No. 8769 and Zoning Bylaw No. 8770, respecting 604 and 610 Broadway Avenue, as outlined in the January 29, 2019 report of the A/General Manager, Community Services Department, be approved.

Ms. Fracchia provided an overview of the Winter Cities 2019 Conference held in Saskatoon, SK on January 23 to 26, 2019.  A written report was provided to the Commission.
