A letter from Meghan Mickelson, Walking Saskatoon, dated January 28, 2019 was provided.
Mr. Brent McAdam, City Centre Planner, Community Services Department, reviewed the submitted report and expressed the Departments support.
Mr. Louis Aussant, AODBT Architecture & Interior Design addressed the Commission regarding the proposed application and along with Mr. John Nasser, Victory Majors answered questions of the Commission.
Ms. DeeAnn Mercier, Director, Broadway Business Improvement District was also in attendance to answer questions of the Commission.
The Commission asked questions of both the Administration and the interested parties and the following information was provided:
- The street level design includes an overhang and increases the opportunity for outdoor plaza space to improve the pedestrian experience;
- Design elements on the development to reduce bird strikes include the shape and façade of the building, low reflective materials and inset balconies to create depth and shadows;
- There are no regulations for bird strikes in Saskatoon or the Province. Any mitigating measures for bird strikes are voluntary;
- The site is located in the Meewasin Valley Authority district and will also require approval from the Meewasin Valley Authority;
- The mechanical equipment for the building will be enclosed and cover about half of the roof area;
- There is a possibility that solar panels could be placed on the roof, as long as the inverters and other hardware will fit;
- The Broadway 360 document was created in 2009 which recommended buildings in the area to not exceed nine storeys. Ultimately no height restriction was approved for the area;
- There is a petition that is in opposition of the proposal; and
- Construction could commence next year and continue for a maximum of three years.
