The City Planner had advised that notification posters had been sent to all adjacent landowners within 75 metres of the site.

Development Review Manager Dawson reviewed the Discretionary Use Application and expressed the Division's support. A location slide was displayed.

Kreg Harley, Chair, Municipal Planning Commission, expressed the Commission's support of the Discretionary Use.

    2. The Plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

Mayor Clark introduced the matter and a motion to consider first reading of Bylaw No. 9993 was passed.
Senior Planner, McAdam reviewed the proposed rezoning and presented a PowerPoint presentation. Together with City Solicitor Yelland, Development Review Manager Dawson, Director of Planning and Development Anderson and City Clerk Tittemore they responded to questions of Council.
Kreg Harley, Chair, Municipal Planning Commission, expressed the Commission's support of the rezoning.
Council heard from David Calyniuk, who also responded to questions of Council.

City Solicitor Yelland, General Manager, Transportation and Construction Schmidt, General Manager, Utilities and Environment Gardiner, Director of Building Standards Fagnou and City Manager Jorgenson responded to questions of Council.  

Councillor Gersher joined the meeting at 2:23 p.m. and it was noted that she was not able to vote on this item due to not being present during the full discussion.

    1. Up to $22,110,000 to fund the City-owned organics processing facility; and
    2. An allowable 10% variance on the borrowing requirements for the project identified. Any variance greater than 10% of the borrowing amount identified would require a new public notice.
