The Chair called the Public Hearing Meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

The City Planner advised that notification posters had been sent to all adjacent landowners within 150 metres of the site.

Mayor Clark introduced the matter and a motion to consider the recommendation was put forward.

Darryl Dawson, Development Review Section Manager, Community Services Division, reviewed the Discretionary Use Application and expressed the Division's support. He responded to questions from Council.

Chelsea Parent, Vice-Chair, Municipal Planning Commission, expressed the Commission's support of the Discretionary Use Application.

Mayor Clark ascertained that there was nobody present in the gallery who wished to address Council on this matter.

    That the Discretionary Use Application submitted by D+S Homes requesting approval to develop a Residential Care Home - Type II for up to 15 residents and two staff members at any one time, at 2214 Clarence Avenue South, be approved, subject to the following conditions: 

    1) The applicant obtains a Development Permit and all other relevant permits and licences (including a Building Permit); and

    2) The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

Mayor Clark introduced the matter and a motion to consider the recommendation was put forward.

Darryl Dawson, Development Review Section Manager, Community Services Division, and Angela Gardiner, General Manager, Utilities and Environment Division reviewed the Rosewood application and expressed the Division's opposition. Along with Terry Schmidt, General Manager, Transportation and Construction, Lynne Lacroix, General Manager, Community Services, City Solicitor Yelland, and Kara Fagnou, Director of Building Standards, Community Services Division, they responded to questions from Council.

Council heard from the following speakers on this matter:

Ryan Snider, Catterall & Wright responded to questions from Council.

    The meeting recessed at 8:57 p.m. and reconvened at 9:04 p.m. with all members of Council in attendance, with the exception of Councillors Davies and Gersher.

Mayor Clark introduced the matter.

Lesley Anderson, Director of Planning and Development, Community Services Division noted that an outdated version of the concept plan was attached to the agenda package but indicated that the correct plan was advertised. City Solicitor Yelland indicated risk of proceeding was minimal given that the correct version was published in the public notice. (The correct concept plan is included in the attachment Bylaw 9834 as schedule "C".)

A motion to consider first reading of Bylaw No. 9834 was passed.

Tyson McShane, Long Range Planning Manager, Community Services Division reviewed the report with a PowerPoint and responded to questions from Council along with Lesley Anderson, Director of Planning and Development, Community Services Division.

Mayor Clark ascertained that there was nobody present in the gallery who wished to address Council on this matter.
