CALL TO ORDER

The Chair will call the Public Hearing Meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirm roll call.

CONFIRMATION OF AGENDA

• Recommendation
  1. That the letter from Olayide Olorunleke, dated October 30, 2022 be added to Item 6.1.1;
  2. That the following letters be added to Item 6.1.2:
     • Murray Totland, Arbutus Properties, dated October 27 and October 28, 2022
     • Jeff Drexel, Arbutus Properties, dated October 28, 2022;
  3. That the letter from Candace Savage, Wild About Saskatoon, dated October 30, 2022 be added to Item 6.1.3;

6.1

Land Use, etc.

6.1.1

Discretionary Use Application – Residential Care Home Type II – 2214 Clarence Avenue South [CK 4355-022-006]

The following documents are provided:

• Report of the General Manager, Community Services, dated September 27, 2022; 
• Letter from the Municipal Planning Commission, dated September 29, 2022; and
• Letter from Olayide Olorunleke, dated October 30, 2022.

The City Planner advises that notification posters have been sent to all adjacent landowners within 150 metres of the site.

• Recommendation

  That the Discretionary Use Application submitted by D+S Homes requesting approval to develop a Residential Care Home - Type II for up to 15 residents and two staff members at any one time, at 2214 Clarence Avenue South, be approved, subject to the following conditions: 

  1) The applicant obtains a Development Permit and all other relevant permits and licences (including a Building Permit); and

  2) The final plans submitted be substantially in accordance with the plans submitted in support of this Discretionary Use Application.

6.1.2

Application to Remove Holding Symbol (H) - Portion of 2775 Meadows Parkway – Rosewood Neighbourhood [CK 4351-022-015]

• Recommendation

  That the proposed amendment to Bylaw No. 8770, Zoning Bylaw, 2009, to remove the Holding Symbol (H) from a portion of 2775 Meadows Parkway (Parcel J, Plan No. 102346859), as outlined in the October 31, 2022 report of the General Manager, Community Services, be denied.

Proposed New Saskatoon North Partnership for Growth (P4G) District North C.Plan Bylaw [CK 4250-2]

• Bylaw No. 9834;
• Report of the General Manager, Community Services, dated October 31, 2022;

• Recommendation

  That City Council consider Bylaw No. 9834.

• Recommendation

  ​That permission be granted to introduce Bylaw No. 9834, and give same its FIRST reading.

• Recommendation

  ​That the submitted report and correspondence be received.

• Recommendation

  ​That the hearing be closed.

• Recommendation

  ​That Bylaw No. 9834 now be read a SECOND time.

• Recommendation

  That permission be granted to have Bylaw No. 9834 read a third time at this meeting.

• Recommendation

  ​That Bylaw No. 9834 now be read a THIRD time, that the bylaw be passed and the Mayor and the City Clerk be authorized to sign same and attach the corporate seal thereto.
