Mayor Clark introduced the matter and a motion to consider first reading of Bylaw No. 9654 was passed.
 
Darryl Dawson, Development Review Section Manager, and Kara Fagnou, Director of Building Standards, Community Services Department, reviewed the proposed Official Community Plan amendment with a PowerPoint and expressed the Department's support.
 
Robin Mowat, Chair, Municipal Planning Commission, expressed the Commission's support of the Administration's recommendations.
 
Patrick Wolfe, resident on Saskatchewan Crescent East, spoke in opposition of a ban of allowing in-ground pools noting it could have a negative effect on property values.  He provided a copy of a letter from P. Machibroda Engineering Ltd.
 
Tim Ryan, resident on Saskatchewan Crescent East, spoke in opposition of a ban of allowing in-ground pools.  He suggested that pools be allowed on a site-specific basis.
 
Mayor Clark ascertained that there was no one else present in the gallery who wished to address Council on this matter.

Darryl Dawson, Development Review Section Manager, Community Services Department, reviewed the proposed Zoning Bylaw amendment and expressed the Department's support.  He advised that the matter of Development Review Fees was considered during City Council's Preliminary Business Plan and Multi-Year Budget deliberations in November 2019 and displayed a revised Fee Schedule than what was previously considered at the Municipal Planning Commission.
 
Robin Mowat, Chair, Municipal Planning Commission, expressed the Commission's support of the Zoning Bylaw amendment.
 
Janice Braden expressed concern with the amount of the fees for garden and garage suites and short-term accommodations should they become a discretionary use indicating that it could become a deterrent for people.
