The Chair called the meeting to order.

    ​That the minutes of Regular Meeting of the Municipal Planning Commission held on August 27, 2019 be adopted.

    CARRIED

Senior Project Planner Gutmann reviewed the submitted report along with Senior Planner Kotasek-Toth and Planner Riou.

Councillor Loewen and Mr. Anwar entered the meeting at 12:11 p.m.

    That the report of the General Manager, Community Services Department dated October 29, 2019 be received as information.

Development Review Manager Dawson, Building Standards Director Fagnou and Geotechnical Engineering Specialist Heilman reviewed the submitted report and answered questions of the Committee.

During discussion, the Committee was further informed that an engagement plan was established and included meetings with homeowners, residents and stakeholders.  The recent condo developments in this area meet the regulations set out in the proposed amendment.  The measurement of 30 metres in Zone 2 was defined with historical data.  The riverbank has been monitored since 1982.

Ms. Fracchia excused herself from the meeting at 12:55 p.m. during discussion of the matter.

    That the Municipal Planning Commission forward a copy of the October 29, 2019 report of the General Manager, Community Services Department to City Council recommending that at the time of the public hearing, City Council consider Administration’s recommendation that the proposed amendment to Bylaw No. 8769, the Official Community Plan and Bylaw No. 8770, the Zoning Bylaw, providing policy and regulations in the form of an overlay zoning district to regulate development of specific sites adjacent to the South Saskatchewan River, be approved.

Development Review Manager Dawson and Building Standards Director Fagnou reviewed the submitted report and answered questions of the Committee.

Mr. Nick Sackville, Saskatoon and Region Home Builders' Association was in attendance and answered questions of the Commission.

Discussion took place and the Commission was further informed the cost recovery approach also includes the increased wages for staff.  Currently the Development Review Division does not have a reserve fund and are considering implementing a stabilization fund.

Concerns were expressed regarding the discretionary use application fee increase and how that would affect the community.

Mr. Laba excused himself from the meeting at 1:12 p.m. during discussion of the matter.

    That the Municipal Planning Commission forward a copy of the October 29, 2019 report of the General Manager, Community Services Department to City Council recommending that at the time of the public hearing, City Council consider the Administration’s recommendation that the proposed amendment to Bylaw No. 8770, the Zoning Bylaw, to adjust fees for development permits and other development applications, as outlined in the October 28, 2019 report of the General Manager, Community Services Department, be approved.

    CARRIED
