Mayor Clark called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People.  He took roll call to determine attendance via teleconference.

    2. That the agenda be confirmed as amended.

Mayor Clark acknowledged the hard work of everyone in the community for rising to the challenge with COVID-19.

City Solicitor Yelland presented the report.

Councillors Block and Davies joined the meeting at 11:09 a.m. during consideration of this matter.

    That City Council as the sole member of The Art Gallery of Saskatchewan Inc. and Saskatchewan Place Association Inc.:

    1. Pass a special resolution authorizing amendment of the Articles of Incorporation for each of The Art Gallery of Saskatchewan Inc. and Saskatchewan Place Association Inc. to permit any member by means of proxy to appoint a proxyholder or one or more alternate proxyholders to attend and act on its behalf at any meeting of the members in the manner and to the extent authorized and with the authority conferred by the proxy: and
    2. Authorize its representative to execute the special resolution approving the amendment to the Articles of Incorporation for each of The Art Gallery of Saskatchewan Inc. and Saskatchewan Place Association Inc., as drafted by the City Solicitor.

City Manager Jorgenson outlined the process for the updates.

Chief Public Policy & Government Relations Officer Jordan reviewed COVID-19 statistics to April 12, 2020 with a PowerPoint.

Director of Emergency Planning Goulden-McLeod provided an update from Saskatoon's Emergency Management Operations.

City Manager Jorgenson provided a broad update on the City's actions to date noting that a comprehensive report on a work plan for 2020 is anticipated as well as a report outlining budget implications resulting from COVID-19.  Discussion and questions followed regarding bi-weekly garbage pick-up and suggested temporary road closures for the use of cyclists and pedestrians.

    That the City maintain weekly garbage collection as what was decided as the service level during budget deliberations and that Council receive a detailed report.

    That the Administration provide a report outlining the balance of safety considerations for people walking and on bikes being considered at this time, in addition to the planned monitoring and reporting on this issue through the duration of the COVID-19 pandemic.

City Council convened In Camera at 1:40 p.m. with all members of City Council present with the exception of Councillor Davies.

City Council moved to rise and report at 2:54 p.m. and reconvened publicly immediately thereafter.
