A report from the Administration was provided.

Development Review Manager Dawson presented the report with a PowerPoint and responded to questions of the Commission.

The Commission expressed concerns regarding the adjustment of high-density to low-density for the area and whether the application aligned with the City of Saskatoon Official Community Plan. The Administration advised the application aligned with the density targets outlined in the Official Community Plan.

    That the October 26, 2021 report of the General Manager, Community Services be forwarded to City Council recommending that at the time of the Public Hearing, City Council consider Administration’s recommendation that the proposed amendments to the Rosewood Neighbourhood Concept Plan and rezoning from R1A to R2 District, as outlined in the report, be approved.

Senior Planner DeLong presented the report with a PowerPoint and responded to questions along with Development Review Manager Dawson.

The Commission heard from the following:

  • Kerry Hataley, 401 and 405 Cartwright Condominium, dated October 20, 2021;
  • Bob Cram, 501 and 602 Cartwright Condominium, dated October 20, 2021 (including comments);
  • Glenn Mackay, 404 and 408 Cartwright Street Condominium Corporation, dated October 20, 2021;

Following discussion the Commission was further informed of the following:

  • A Traffic Impact Assessment was completed;
  • The level of risk for servicing the Willows Neighbourhood would remain the same following the proposed amendments and additional density;
  • Transit services are not proposed for the Willows Neighbourhood; and
  • The proposed density of the Willows Neighbourhood would remain well under the density target as outlined in the Official Community Plan.

D. Fracchia entered the meeting at 12:16 p.m.

E. Oladokun excused himself from the meeting at 1:50 p.m.

    That the October 26, 2021 report of the General Manager Community Services be submitted to City Council recommending that at the time of the Public Hearing, City Council consider Administration’s recommendation that proposed amendments to the Willows Neighbourhood Concept Plan, Bylaw No. 9700, the Official Community Plan, 2020 and Bylaw No. 8770, Zoning Bylaw, 2009, as outlined in the report, be approved.
