The Chair called the meeting to order at 1:00 p.m. on Treaty 6 Territory and the Homeland of the Métis People.

An email from Dr. Fran Forsberg submitting the above, was provided, along with the following:

  • letter submitting comments from Kyle Selinger dated February 14, 2020; and
  • request to speak from Charlie Klassen dated February 17, 2020

Charlie Klassen spoke against conversion therapy, encouraging the Committee to not receive the request under consideration as information; but rather take active steps to ban the practice in Saskatoon.

Committee members thanked Charlie for the presentation and asked questions of Administration.

    That the Administration report back, as expeditiously as possible, on what role the City of Saskatoon can play to ensure that conversion therapy is prohibited in Saskatoon.  When gathering information for the report, the Administration should ensure that they dialogue with all appropriate stakeholder groups, service providers and other orders of Government.

Report of the City Clerk:

"City Council, at its meeting held on November 18, 2019, approved the attached Policy No. C01-029 City Council Strategic Priority & Leadership Initiative which established the approval process for Council Member Leads to access funding in relation to special projects they wish to undertake pursuant to their Strategic Priority Areas.

Also attached is an Application from Councillors Gersher and Loewen, requesting funding for a second Youth Climate Action Forum."

Councillor Loewen spoke to the application.

    That the application, as submitted by Councillors Gersher and Loewen, requesting funding up to $2,942.50 from the Strategic Priority Fund for a second Youth Climate Action Forum, be approved.

Councillor Hill provided an update on the annual SUMA Convention and the recent rebranding of SUMA to Municipalities of Saskatchewan.  He also spoke to his attendance at meetings in Toronto as the Governance representative for work that FCM is doing with Global Affairs Canada and partner municipalities in South Africa.

Councillor Donauer acknowledged Councillor Gough's participation at the Municipalities of Saskatchewan convention in a workshop regarding Council succession and diversity.

Mayor Clark spoke to recent City Mayors' Caucus meetings and the key issues - Cities Act amendments, Cities' role within Municipalities of Saskatchewan, and task forces created.  He reported on meetings with the Prime Minister, Deputy, and other Ministers to discuss housing, transit, climate adaptation, infrastructure funding.  He provided an update on the West task force initiatives, and advised of his upcoming participation in the World Agrotech Innovation Summit.

The Committee convened In Camera at 2:10 p.m. to consider the In Camera Items with all members of Council present with the exception of Councillors Davies and Jeffries.  City Manager Jorgenson, A/City Solicitor Bogad, and City Clerk Sproule were also in attendance.  Members of the Administration were in attendance for Item 13.1 as noted.

The Committee recessed at 4:20 p.m. and reconvened at 4:30 p.m.
