The Chair called the meeting to order.

    1. That the email dated March 9, 2018 from Keith Moen, NSBA requesting to speak be added to Item 7.2.1;
    2. That the report of the General Manager, Transportation and Utilities, dated March 12, 2018 regarding Clarification Amendments to Bylaw No. 7200, The Traffic Bylaw be added as Urgent Business Item 8.1;
    3. That items with speakers be considered first in the order they appear on the agenda immediately after consideration of minutes; and
    4. That the agenda be confirmed as amended.

A letter dated January 31, 2018 from the Saskatoon Accessibility Advisory Committee, along with the referenced letter from Mr. Randy Pshebylo, Riversdale Business Improvement District was provided.

Mayor Clark entered the meeting during introduction of this item.

The Standing Policy Committee on Finance, at its meeting held on February 12, 2018, considered the communication and resolved that the matter be referred to the Standing Policy Committee on Transportation.

    That the matter be referred to the Administration for a report on the policy and program options to promote permanent accessibility improvements to buildings city-wide.

The above-noted report of the Saskatoon Police Service was considered by the Board of Police Commissioners at its meeting held on February 15, 2018.  The Board resolved to receive the report as information and also to refer the report to the Standing Policy Committee on Transportation for its review.

A PowerPoint presentation was provided by Mr. Fred Kramer, HDR Inc.

Mr. Keith Moen, Executive Director, NSBA spoke in support of the rail relocation and noted the matter should be given priority with regard to funding and planning.

Director of Transportation Magus, together with Mr. Kramer, answered questions of the Committee.

    That the Standing Policy Committee on Transportation recommend to City Council:

    That Phase 2 of the Rail Relocation versus Grade Separation Feasibility Study proceed with a modified scope as outlined in the report of the General Manager, Transportation & Utilities Department dated March 12, 2018.

    1. That the Standing Policy Committee on Transportation recommend to City Council that additional billboards on public right-of-way not be installed due to public safety reasons; and
    2. That the report of the General Manager, Transportation & Utilities Department dated March 12, 2018 be forwarded to the Traffic Safety Committee for information.

The Administration undertook to obtain Urban Design's perspective with regard to including decorative crosswalks as part of its Streetscape Program when the report is before City Council.

    1. That the Standing Policy Committee on Transportation recommend to City Council that the proposed Decorative Crosswalks Policy be approved; and
    2. That the Administration report back to the appropriate Standing Policy Committee within one year of implementation of the proposed Decorative Crosswalk Policy on the opportunity to expand the geographic boundaries of the policy.

    1. That the City enter into an agreement with Trapeze Software ULC for the installation of required configurations to the Trapeze OPS Payroll Module for a total cost of $94,184 (including applicable taxes); and
    2. That Purchasing Services issue the appropriate purchase order.

    1. That the Administration prepare a blanket purchase order with Fer-Marc Equipment Ltd. for the supply of street sweeper broom materials for a one-year term, with two additional optional one-year terms, for a total estimated cost of $300,000 (including taxes); and
    2. That Purchasing Services issue the appropriate purchase order.
