The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis people and confirmed roll call of the members in attendance via teleconference.

    1. That the letter requesting to speak from Brad Zurevinski, with Dream Development dated September 29, 2021, be considered following the adoption of minutes;
    2. That the communication from Tom Gode, SOS Trees Coalition dated October 3, 2021 be added to Item 7.1.2; and
    3. That the agenda be confirmed as amended.

A request to speak and letter from Brad Zurevinski, with Dream Development dated September 29, 2021 was provided.  He addressed Committee regarding this matter and responded to questions.

    That the letter be forwarded to the Sustainability Department for consideration during the 2022/23 Low Emissions Community Program development such as the Industrial, Commercial and Institutional Energy Efficiency & Energy Generation Program design & Pilot, the Residential Energy Efficiency and Energy Generation Program.

A report of the General Manager, Utilities and Environment was provided.

General Manager Utilities, and Environment Gardiner introduced the report. Director of Sustainability South, and Manager of Education and Environmental Performance Burns responded to questions of the committee.

A report of the General Manager, Utilities and Environment, along with communication from Tom Gode, SOS Trees Coalition, October 3, 2021 was provided.

General Manger, Environment and Utilities Gardiner presented the report and together with Environmental Operations Manager Storey and Director of Parks Crilly responded to questions of the committee.

The meeting recessed at 11:15 a.m. and reconvened at 11:30 a.m. with all members in attendance.

    That Administration report further on option 3D including what types of Elm loads this would apply to and how it would be coordinated with further education efforts.

Operations Manager Andre presented the report and answered questions of the committee.

A report of the General Manager, Utilities and Environment was provided.

General Manger, Environment and Utilities Gardiner introduced the report. Water and Sewer Engineering Manager Heinrichs provided a PowerPoint and answered questions of the committee.

    That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend to City Council:

    1. That the general terms of the Master Service Agreement between the City of Saskatoon and SaskWater be approved;
    2. That the general terms of the tri-party Transition Agreement between the City of Saskatoon, City of Martensville and SaskWater be approved; and
    3. That His Worship the Mayor, and the City Clerk be authorized to execute the Master Service Agreement and the Transition Agreement under the corporate seal.

    That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend to City Council:

    1. That the Storm Water Management Utility Stabilization Reserve cap be reset to 50% of the annual budget of Storm Sewer Maintenance and Drainage; and
    2. That the funds exceeding the new reserve cap ($1.6M) be transferred from the Storm Water Management Utility Stabilization Reserve to the Storm Water Capital Reserve to provide support for current capital strategies and upcoming capital maintenance works.
