  • Recommendation
    1. That the requests for extension to The Noise Bylaw be added as Items 6.1.1 to 6.1.5;
    2. That the letter requesting to speak from Greg Clark, dated August 5, 2021, be added to item 6.1.1; 
    3. That the letter submitting comments from Dr. Frank Scholz, dated June 5, 2021, be added to item 7.1.2;
    4. That the letter requesting to speak from Julian Demkiw, dated August 6, 2021, be added to item 7.2.1;
    5. That the items with speakers be considered immediately following Unfinished Business:
      1. Item 6.1.1 - Greg Clark;
      2. Item 7.2.1 - Julian Demkiw; and
    6. That the agenda be confirmed as amended.
  • Recommendation

    That the minutes of the Standing Policy Committee on Environment, Utilities and Corporate Services meeting held on June 7, 2021 be approved.

The Noise Bylaw Extension requests below require the approval of the Standing Policy Committee on Environment, Utilities & Corporate Services as determined by the Administration.


Attached is information provided by the Special Event Interdepartmental Committee (Administration) as well as the Noise Bylaw Extension Guidelines.

  • Recommendation

    That the requests for extension to The Noise Bylaw as outlined in 6.1.1 to 6.1.5 be approved subject to any administrative conditions.

Speaker - Julian Demkiw

  • Recommendation

    That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend to City Council that the City of Saskatoon act as signatory to the Climate Commitment and Call to Action with the University of Saskatchewan as outlined in this report.

A report of the General Manager, Utilities and Environment is provided.

  • Recommendation
    1. That the following capital projects be established, and funding allocated from the 2021 Sustainability Reserve as follows:
      1. Sustainable Food Pilot establish Capital Project – $140,000
      2. Climate Adaptation Capital Project P.02598 - $30,000 
      3. Traditional Land Use and Knowledge Assessment Capital Project P.02390 - $225,000 
      4. Street Garden Expansion P.02390 - $51,500, and
    2. That the following capital projects be considered for establishment and funding from the Sustainability Reserve in the 2022-2023 Business Plan and Budget deliberations:
      1. Climate Adaptation Capital Project P.02598 - $130,000 (2022) 
      2. Electric Vehicle Adoption Roadmap establish Capital Project - $45,000 (2022) & $175,000 (2023)
      3. SaskPower Energy Assistance Program Capital Project P.03001 - $75,000 (2022) & $75,000 (2023).

A report of the Strategy & Transformation Officer is provided.

  • Recommendation

    That consideration of the report of the Chief Strategy & Transformation Officer dated June 7, 2021, be considered at the September 7, 2021, meeting of the Standing Policy Committee on Environment, Utilities and Corporate Services.
