The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

Chair Greyeyes spoke to the following:

  • Congratulated Chief McBride on his appointment and acknowledged A/Deputy Chief Haye for his time as Interim Chief. She also thanked Board members for the work and time spent on the chief recruitment process;
  • Attended Calling Home Ceremony on May 3, 2024; and
  • Attended Saskatchewan Association of Chiefs of Police Mess Dinner on May 9, 2024.

Chief McBride spoke to the following:

  • Provided an update on the search for Mackenzie Lee Trottier at the Saskatoon Regional Waste Management Centre (Landfill);
  • Attended Saskatchewan Association of Chiefs of Police Mess Dinner on May 9, 2024. Retired Chief Cooper and retired Deputy Chief Yuzdepski received lifetime achievement awards. Kayla Oishi, Access and Privacy Officer received a leadership award. Sergeant Kyla Hicks and Sergeant Aaron Moser also received leadership awards;
  • May 13, 2024 hosted several dignitaries and released information on temporary Saskatchewan Firearms Lab within our facility;
  • Peace and Respect Awards - May 23, 2024;
  • Hosted EXPLORE Emergency Services event - May 11, 2024;
  • National Police Week. A message will be sent to all SPS members on Friday, May 17, 2024;
  • Provided an update on a recommendation from the Board at the March 21, 2024 public meeting that requested the Saskatoon Police Service (SPS) report back in collaboration with City of Saskatoon Finance Department about what options could be explored for reporting of SPS Audit results to the Board of Police Commissioners. It was noted that SPS is included in the broader City annual audit process;
  • Attended Calling Home Ceremony on May 3, 2024;
  • Provided an update on a recommendation from the Board at the April 18, 2024 public meeting that the information be referred, along with the published report to the service, and that the Saskatoon Police Service review the findings and consider opportunities for social procurement such as Community-Driven Outcomes Purchasing and report back to the Board. SPS reviewed existing programs from a financial and time investment perspective.

Commissioner Mayor Clark recognized Chair Greyeyes, Vice-Chair Penner and Communications Consultant Nyirfa for their work during the chief recruitment process.

Commissioner Penner acknowledged SPS staff and volunteers for National Police Week.

At its meeting on April 18, 2024, the Board of Police Commissioners deferred the matter to the May 16, 2024 meeting.

Chief McBride introduced the item. Victim Services Supervisor Sherry Watkins presented the report and responded to questions of the Board.

    That Cameron McBride be appointed as Chief of Police for the Saskatoon Police Service for a five-year term.

    That the Measurement and Evaluation Terms of Reference be amended as follows:

    1. That the sentence “iv. As per the Board’s Governance Policy, develop and maintain a process for evaluating the work of the Saskatoon Board of Police Commissioners, for approval by the Board.” be added to section 1.0 – Roles and Responsibility; and
    2. That Section 2.0 – Membership be amended to state “The Measurement & Evaluation Committee will consist of selected Commissioners and supported by Board staff.”
