The Chair will call the Public Hearing meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirm roll call.

6.1

6.1.1

Concept Plan Amendment Application – Aspen Ridge Neighbourhood [MPC2023-1101]

The following documents are provided:

• Report of the Community Services Division, dated November 21, 2023;
• Report of the Municipal Planning Commission, dated December 20, 2023; and
• Notice that appeared in the Star Phoenix on December 2 and 4, 2023.

• Recommendation

  That the proposed amendments to the Aspen Ridge Neighbourhood Concept Plan, as outlined in the November 21, 2023 report of the Community Services Division, be approved.

Public Notice Matters

6.2.1

Proposed Closure of Right-of-Way – Portion of Brand Road and Melville Street Intersection – CN Industrial Neighbourhood [CC2023-1202]

A report of the Transportation and Construction Division, dated December 20, 2023, is provided along with proposed Bylaw No. 9931 and notice that appeared in the Star Phoenix on December 2 and 4, 2023.

• Recommendation
  1. That City Council consider Bylaw No. 9931 - The Street Closing Bylaw, 2023 (No. 3);
  2. That after closure, the former right-of-way be sold to First Line Properties Ltd. for $78,727.00 + GST;
  3. That all costs associated with closure be paid by the applicant, including Solicitor’s fees and disbursements.

6.2.2

Proposed Closure of Right-of-Way – Portion of Lane Rutter Crescent – Greystone Heights Neighbourhood [CC2023-1204]

A report of the Transportation and Construction Division, dated December 20, 2023, is provided along with proposed Bylaw No. 9932 and notice that appeared in the Star Phoenix on December 2 and 4, 2023.

• Recommendation
  1. That City Council consider Bylaw 9932 - The Street Closing Bylaw, 2023 (No. 4);
  2. That after closure permanent infrastructure will be installed once funded;
  3. That all costs associated with closure be paid by the applicant, including Solicitor’s fees and disbursements.

Proposed Closure of Right-of-Way – Portion of Lane Anderson Crescent – College Park Neighbourhood [CC2023-1203]

A report of the Transportation and Construction Division, dated December 20, 2023, is provided along with proposed Bylaw No. 9933 and notice that appeared in the Star Phoenix on December 2 and 4, 2023.

• Recommendation
  1. That City Council consider Bylaw 9933 - The Street Closing Bylaw, 2023 (No.5);
  2. That after closure permanent infrastructure be installed once funded;
  3. That all costs associated with closure be paid by the applicant, including Solicitor’s fees and disbursements.
