The Chair called the meeting to order.

    1. That the Board of Police Commissioners suspend the rules of having electronic participation of members limited to emergencies for this meeting to permit Commissioners Loewen and Inglis-McQuay the option to attend the meeting, or a portion of, via teleconference; and
    2. That the agenda be confirmed as presented.

    That the minutes of regular meeting of the Board of Police Commissioners held on June 20, 2019 be adopted.

Community groups were invited to present on community safety.

Commissioner Mayor Clark reported that the Pleasant Hill Community Association was not in receipt of its invitation and therefore had not submitted a request to speak at this meeting.

Presentations were made by the following:

• Caswell Community Association –Lenore Swystun , Chair of Civic Committee and Ian Roach, Head of the Caswell Community Patrol presented with respect to the work of the patrol groups and property crime and addictions.
• Montgomery Place Community Association – Barb Biddle, President presented noting the connections with the community need to be strengthened.  She expressed concern with respect to the number of liaison officers in the community and response to crime.
• Saskatoon Crisis Intervention Service – Rita Field, Executive Director discussed the use of the service and its current challenges.
• Saskatoon Community Clinic – Lisa Clatney, Executive Director, discussed the challenges of the clinic and its staff related to mental health issues, increased drug use and homelessness.
• Mount Royal Community Association – Jan More, Police Liaison & Citizen Patrol Coordinator discussed the community’s concerns with respect to the tunnels or pedestrian underpasses, which allow for five access points to the community.  She provided a drawing of the community showing the barrier strip area and asked that access points be restricted for certain hours of the day.

It was noted a request to present had been received from the Saskatoon Tribal Council; however, a representative was not in attendance.

    That the Pleasant Hill Community Association be invited to present to the next meeting of the Board.

    That the Saskatoon Police Service work with Mobile Crisis along with the Saskatoon Fire Department, the Health Authority and Medavie on a review of the current dispatch system to identify if there are ways for greater partnership or integration between Mobile Crisis and other emergency providers.  The objective would be to ensure we are best positioned in Saskatoon to direct the right people to the right calls at the right time, and that the system works as efficiently as possible.

    That with respect to the presentation from the Mount Royal Community Association and the concerns related to the barrier strip, the matter of access to the alleys, repair of the barriers and restriction to the tunnels during certain hours be referred to the appropriate civic department and the Saskatoon Police Service to investigate further.

The Chair reported on her attendance at the annual Canadian Association of Police Governance Conference along with Commissioners Loewen, Inglis-McQuay and Donauer.  She noted it was a successful conference with informative speakers.  She also noted that on August 11, 2019, she and Commissioner Inglis-McQuay attended the recognition of Ashley Smith, Saskatoon Police Service, by the Canadian Association of Chiefs of Police for her work on MMIWG.

Finally, the Chair noted attendance and the tour and presentation at the Lighthouse in July.

• Recent media attention to peacekeeping efforts and those returning from Iraq

• Canadian Association of Chiefs of Police resolutions applicable to Saskatoon -  trauma informed practices and training
• Canadian Association of Chiefs of Police resolution around combatting illegal online drug sales

A letter dated August 13, 2019 from Deputy City Clerk, Standing Policy Committee on Planning, Development and Community Services was provided.

Commissioner Mayor Clark noted that the Board’s resolution earlier in the meeting under Item 1.4 was also intended to speak to this matter --- does the current model of funding make sense.  Commissioner Clark noted that the City has forwarded the matter to its budget considerations; however, it is important to ensure the right overall model is in place as demands on service are growing.

A letter dated August 13, 2019 from Deputy City Clerk, Standing Policy Committee on Planning, Development and Community Services was provided.

The Board noted that it had earlier resolved (Item 1.4) to invite the Pleasant Hill Community Association to a meeting and that this item should form part of that agenda, and the Association be invited to speak to this matter.

Commissioner Mayor Clark acknowledged the frustration by the Community Association around their ability to navigate and communicate their ability to speak.  He suggested it would be valuable in preparation for the meeting to have up-to-date information on boarded up houses.

    That in addition to the Board’s earlier resolution under Item 1.4 to meet with the Pleasant Hill Community Association, additional information regarding any actions underway in the areas identified by the Community Association be provided for the September meeting.

    Chief Cooper indicated that the Saskatoon Police Service would reach out to the Community Association from a Police Executive level to begin discussions in advance of the meeting.

Inspector McBride presented the report and answered questions.  Mr. Jason Mercredi, Executive Director of AIDS Saskatoon was also in attendance and provided responses to questions of the Board.

    That the Board of Police Commissioners write a letter to the appropriate Federal and Provincial Ministries to make an appeal for funding to ensure adequate resources are available for when the Safe Consumption site opens. Residents need to be assured the neighbourhood can be a place for them to feel safe and respond appropriately and a shared responsibility for costs related to health and social issues needs to be addressed and in place prior to opening of the site.
