The Chair called the meeting to order at 1:03 p.m. on Treaty 6 Territory and the Homeland of the Métis People.

An information report of the City Manager dated May 21, 2019 was provided, as well as the following correspondence:

  • Request to speak from Ms. DeeAnn Mercier, Broadway Business Improvement District, dated May 17, 2019; and
  • Letter submitting comments from Mr. Brent Penner, Downtown Saskatoon, dated May 19, 2019.

City Manager Jorgenson presented his report.

Ms. Mercier spoke on behalf of the Business Improvement Districts against the proposed amendment of clarifying the ability for cities to serve a “notice of violation” through regular mail, and answered questions of the Committee.

City Manager Jorgenson, Interim City Solicitor Yelland and Director of Public Policy & Government Relations Jordan answered questions of the Committee.

    That if legislation changes, and permits the mailing out of notices of violation, that the Administration report back on which operational area/violations that currently receive notices of violation by registered mail would be impacted, and if any other areas of operations, like parking tickets, are being considered for mailing notices of violation, that a detailed report be prepared and presented to Council for consideration.

An information report of the City Clerk dated May 21, 2019 was provided.

City Clerk Sproule and Interim City Solicitor Yelland answered questions of the Committee.

The Committee expressed an interest in bringing the process for appointments to the Saskatoon Airport Authority in line with City Council’s current appointment process to Boards, Commissions and Committees.

    That a report be submitted to City Council recommending nominations for appointments to the Saskatoon Airport Authority be made during Council’s regular appointments process.

Councillor Dubois extended an invite to an upcoming forum and mini trade show on May 28, 2019 from 2 - 4 p.m. at Market Mall food court regarding making Saskatoon an age-friendly city.  She noted that her and Mayor Clark will be in attendance and that Saskatoon Council on Aging is also involved.  Topics will cover traffic, BRT, access transit, policing. 

Mayor Clark reported:

  • the City of Saskatoon was not successful in being selected a winner in the Smart Cities Challenge; however acknowledged the hard work put in and the merit to the proposal of ConnectYXE.  He advised there is a meeting next week to continue working with partners;
  • he will be attending the NACTO Designing Cities Conference in Toronto in September;
  • the Economic Growth Strategy, announced at SREDA forum, has great participation with anticipated release in the fall; and
  • Saskatoon will be hosting the annual Pacific NorthWest Economic Region Summit in July.

    He also displayed the Juno award that will be kept in Saskatoon and shared around the community to build excitement leading up to the event.

The public meeting recessed at 2:19 p.m.

The Committee convened In Camera in the Council Chamber at 2:20 p.m. with all members of Council present with the exception of Councillors Jeffries and Loewen to consider Agenda Item 13.1 – Grievance Hearing. Councillor Loewen did not participate as she was not in attendance for the first part of the hearing.

Also in attendance were City Manager Jorgenson, City Clerk Sproule, Interim City Solicitor Yelland, Solicitors Bogad and Bull, Committee Assistant Hudson, Fire Chief Hackl, Senior Labour Relations Consultant Mack, Director of Labour Relations McInnes and three representatives of Saskatoon Firefighters Union IAFF 80 - Messrs. Desmarais, Belitski, and Benson.

The parties to the grievance and Administration with the exception of City Clerk's and City Solicitor’s staff were excused from the meeting at 2:22 p.m. for deliberations. 

The Committee moved to rise and report on the matter at 2:33 p.m. as follows:

That a report be submitted to City Council recommending appointments to the Saskatoon Public Library Board; Diversity, Equity and Inclusion Advisory Committee; Public Art Advisory Committee; Municipal Planning Commission and Saskatoon Municipal Review Commission, as noted by the City Clerk, including disposition of any remaining vacancies;
  2. That the matter of appointments to the Cheshire Homes (Management) Board of Directors and appointments to the Remai Modern Art Gallery of Saskatchewan Board of Directors and Saskatoon Gallery and Conservatory Corporation (Mendel Art Gallery) be deferred to the June Governance and Priorities Committee meeting; and
  3. That the discussion and submitted information remain In Camera under Sections 16(1)(b) and (d) and 28 of LAFOIPP.
