The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis people and confirmed roll call of the members in attendance via teleconference.

Director of Community Standards Richter advised the Committee of the Veteran's parking program as contained in the Traffic Bylaw and of a future review on the program.

    That the Administration report back with potential changes to the Veterans Parking Program, that allows all veterans, whether they live in the city or not, to park for free either through applying for the program or through the use of veterans' plates including any cost implications.

General Manager, Transportation and Construction Schmidt presented the report.

Public Engagement Manager Newell and Director of Major Projects and Preservation Willems addressed questions of the Committee related to Bus Rapid Transit engagement and contract services.

Mayor Clark excused himself from the meeting at 4:44 p.m.

General Manager, Transportation and Construction Schmidt presented the report.

Director of Transportation Magus provided a PowerPoint addressed questions of the Committee related to graffiti removal and service to the walkways.

    That the Standing Policy Committee on Transportation recommend to City Council that Administration be directed to continue to work with residents to mitigate the effects of walkways with CPTED reviews, improve maintenance, safety plans etc.

General Manager, Transportation & Construction Schmidt introduced the report.

Director of Transportation Magus provided a Powerpoint and addressed questions related to accident reporting, signage options and cost estimates.

Brent Penner provided a presentation to the Committee.

    That the Standing Policy Committee on Transportation recommend to City Council:

    1. That Option 2 – 40 km/h Speed Limit for residential neighbourhoods be approved in principle;
    2. That Option A – Street Classification be approved in principle to determine street eligibility for the speed limit reduction in residential neighbourhoods; and
    3. That the 40 km/h speed limit in residential neighbourhoods be approved in principle for local streets.

    That the Standing Policy Committee on Transportation recommend to City Council:

    2.  That Option A – Street Classification be approved in principle to determine street eligibility for the speed limit reduction in residential neighbourhoods; and

    3.  That the 40 km/h speed limit in residential neighbourhoods be approved in principle for local streets.

    As motion 1 was defeated, Committee did not vote on motions 2 and 3.

    That the Standing Policy Committee on Transportation recommend to City Council:

    That the Administration report back on the costs, grant options, and feasibility of a Speed Watch program, with a plan to adopt such a program or carry out a limited pilot project to help assess its worth.
