The Chair called the meeting to order.

    That the minutes of regular meeting of the Board of Police Commissioners held on November 21, 2019 be adopted.

Bonnie Heilman, Coordinator of the Safe Community Action Alliance Group was in attendance to update the Board on its work.  She noted there are two working groups --- addressing crystal meth and housing.  Recommendations coming from the Crystal Meth group will address suppression, harm reduction, treatment, data collection and enforcement.  A report is expected to be publicly released in the new year.

The housing action team is following a similar process to the crystal meth team and next steps will include an environmental scan of strategies, locally, provincially and federally.

Shan Landry, Facilitator  with the Community Safety and Well-being Partners group updated the Board on the work of the group and highlighted the importance of participation of leaders in the community and the ability to speak with one voice.  The role of the leaders is advocacy, influence, collaboration and spear heading some negotiations. 

Following the presentations, the Board noted it would be interested in seeing the referenced reports from the groups forwarded at the appropriate time.

The Chair verbally reported that she had received a letter dated December 10, 2019 from Mayor Clark which she would review in detail under Item 2.3 of the agenda.  She also indicated interest in Board members conducting visits to platoons over the holidays to bring greetings to staff. 

Chief Cooper verbally reported on the following:

  • Status of Mobile Crisis matter raised at the August meeting. Work is being done to ensure there are strategies in place including a communications strategy for patrol.
  • Travel to Regina this week along with Deputy Chief Yuzdepski to receive incoming officers (10 new officers)
  • 20th Police Academy Graduation was held last Thursday.
  • Two blitzes starting this month – downtown and Riversdale beat through December 28th and check-stop campaign.

Commissioner Inglis-McQuay commented on the recently announced provincially funded community intervention program to be implemented by STR8 UP to address the gang crisis.

Letter dated November 12, 2019 was submitted.

    That the communication be forwarded to the Administration for further handling and response to the writer.

The referenced communication dated November 16, 2019 addressed to City Council and redirected to the Board of Police Commissioners was provided.  A copy was also provided to the Saskatoon Police Service.

Chief Cooper noted that SPS has reached out to the writer and Inspector McBride is in contact.

Communication dated November 20, 2019 was submitted.

Chair Brander reviewed a letter dated December 10, 2019 from Mayor Clark proposing the Board reach out to Minister Tell for a meeting.

Chief Cooper noted that he is engaged in the process and anticipating further meetings with the Ministry in the near future.  He requested support for a coordinated strategy.

Superintendent Dave Haye and S/Sgt Pat Barbar were in attendance to review the report.

The Secretary reported Commissioner Loewen has confirmed her willingness to be reappointed.

    That the Commissioner Loewen be reappointed to the Saskatoon Police Pension Plan - Board of Trustees (New) to the end of 2022.
