The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

City Manager Jorgenson provided a brief introduction of the matter.  Director of Technical Services Willems provided a PowerPoint and responded to questions.

    That the Governance & Priorities Committee recommend to City Council that the procurement approach for a private partner for operations management of one or both of the anchor facilities for the Downtown Event and Entertainment District, as outlined in the January 17, 2024 report of the Transportation and Construction Division, be approved.

City Manager Jorgenson provided a brief introduction and Director of Technical Services presented the report.  Together they responded to questions.

The meeting recessed at 11:07 a.m. and reconvened at 11:15 a.m. with all members in attendance (Councillors Block and Jeffries virtual).

City Clerk Tittemore presented the referral reports under Items 8.3.2, 8.3.3 and 8.3.4.

The Committee recessed at 1:00 p.m. and reconvened at 1:48 p.m.  Councillor Block excused herself from meeting and was not present for consideration of Items 13.3 and 13.4.  Committee moved to consider Item 13.4 prior to 13.3.

All remainder of administration were excused for item 13.3, with the exception of the City Solicitor, City Clerk and Deputy City Clerk.

The Committee moved to rise and report. The In Camera portion of the meeting recessed at 2:37  p.m.
