The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

Director of Finance Smith presented the report and responded to questions of Committee regarding temporary FTEs, controlled corporations and statutory boards.  City Solicitor Yelland provided a brief update on the governance review for controlled corporations and outstanding policies.  Strategy and Transformation Officer Anger responded to questions regarding Fusion.

    That the Governance and Priorities Committee recommend to City Council that no further amendments be made to Clause 38(h) of Bylaw No. 9537, The Code of Ethical Conduct for Members of City Council Bylaw, 2019 other than what was already directed by City Council at its Regular Business Meeting of August 29, 2022 (Option 1: Status Quo).

    2. That the Terms of Reference for the Board of Police Commissioners be updated accordingly to reflect the change of term; and
    3. That the City Solicitor be instructed to bring forward the appropriate amendments to Bylaw No. 7531, The Saskatoon Board of Police Commissioners Bylaw.

“In response to a number of communications I’ve received regarding the news articles concerning Councillor Donauer, I will move the following motion:


Would the Administration provide a report outlining what governance options are available to Council, including the legislative framework, when public concerns are raised regarding the conduct of members of Council.”
