A/Chair Clark called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

City Council, at its Regular Business Meetings held on November 22, 2023 and December 20, 2023 made the following appointments:


Reappointed to the end of 2024

  • Councillors Gough and Jeffries

Appointed to the end of 2025

  • John Lagimodiere

The Board was requested to appoint a Chair and Vice-Chair for 2024. Jo Custead was appointed Chair and Kearney Healy was appointed Vice-Chair for 2023.


It was noted that at its public meeting held on December 21, 2023 the Board of Police Commissioners resolved that a blind voting process be used when selecting a chair and vice-chair for 2024.

Interim Chief Haye spoke to the following:

  • The podcast series called 'Deals, Debts and Death: The Disappearance of Kandice Singbeil' has been streamed around 380,000 times. The purpose of the podcast is to raise awareness, initiate public interest and tips to the police;
  • SPS has been raising awareness on avoiding leaving keys in the vehicle in hopes of putting an end to that type of car theft;
  • For the past 10+ years, Constable Derek Chesney's grandmother-in-law, Shirley, has been crocheting toques, scarves and mitts for SPS to hand out while on patrol and to provide to individuals being released from the Detention Centre;
  • Attended the Dakota Dunes Pow Wow, January 5 to 7, 2024;
  • SPS provided space for Saskatoon's Karen community to celebrate their new year. In their tradition, it is the year 2763.

Commissioner Mayor Clark provide an update on the Police Chief recruitment. Leaders International is the consulting firm that has been hired to facilitate the recruitment. The goal is to have a chief in place by summer 2024.

A report of the Interim Chief of Police was provided.

Interim Chief Haye introduced the item. SPS Executive Director Arscott presented the report with a PowerPoint. Interim Chief responded to questions of the Board.

    That the Commission provide a letter of response to Ministers Makowsky and McLeod thanking the Province for the commitments and investments made through the renewed action plan for mental health and addictions while also reinforcing that there remains a gap in providing medium to longer term sustainable housing units with supports for people with complex needs.

Interim Chief Haye left the meeting at 3:30 p.m.

Board Solicitor Edmondson left the meeting at 3:36 p.m.
