The Deputy City Clerk opened the meeting and noted with the Chair absent and Vice-Chair attending virtually that in accordance with The Procedures and Committee Bylaw that Committee will need to select an acting Chair.

    Councillor Block took the Chair, called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People, and acknowledged the National Day of Mourning. Roll call was taken.

    1. That the letter from Daniel Kuhlen, National Council of Canadian Muslims, dated December 2, 2022 be added to Item 6.3.1;
    2. That the following letters be added to Item 7.1.4:

Daniel Kuhlen, National Council of Canadian Muslims, presented the letters and responded to questions of the Committee, along with General Manager, Community Services Lacroix.

General Manager, Community Services Lacroix presented the report and responded to questions of Committee, along with Senior Planner Kotasek-Toth and Director of Planning and Development Anderson.

    That the December 6, 2022 report of the General Manager, Community Services be referred to the Municipal Heritage Advisory Committee for information.

Director of Emergency Planning Goulden-McLeod presented the report with a PowerPoint presentation and responded to questions of Committee, along with Fire Chief Hackl.

The meeting recessed at 11:05 a.m. and reconvened at 11:18 a.m. with all members of the Committee in attendance, with the exception of Mayor Clark. Councillor Dubois was also in attendance as an observer.

  • Letter from Nicole Burgess, Saskatoon & Region Home Builders Association, dated December 5, 2022.

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That an adjustment be approved to the 2022 Prepaid Service Rates, as submitted under Appendix 1; and
    2. That the Preliminary 2023 Rates be set at the 2022 rates and adjusted in late 2023 based on actual 2023 contract costs.

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That adjustments to the 2022 Parks and Recreation levy rate, as outlined in the December 6, 2022 report of the General Manager, Community Services, be approved; and
    2. That the 2022 Community Centre Levy rates for each developing neighbourhood, as outlined in this report, be approved.

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That City Council approve the terms and conditions of the agreement with Canada Mortgage and Housing Corporation, as outlined in the December 6, 2022 report of the General Manager, Community Services;
    2. That the City Solicitor be requested to review/prepare the appropriate agreements and that His Worship the Mayor and the City Clerk be authorized to execute the agreements under the Corporate Seal; and
    3. That Administration prioritize available funding for capital grants to support projects submitted for the Cities Stream funding, as outlined in this report.
