The Chair called the meeting to order on Treaty Six Territory and the Traditional Homeland of the Métis people. Roll call was taken.

    1. That the April 12, 2022 report of the General Manager, Community Services be forwarded to the Municipal Heritage Advisory Committee for information; and
    2. That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council that the Cemetery Master Plan be approved, in principle.

General Manager, Community Services Lacroix presented the report.

Elana Gelineau, Saskatoon Rowing Club provided a PowerPoint showcasing photos and spoke in support of the lease renewal.

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That the extension to the lease agreement between the City of Saskatoon and the Saskatoon Canoe Club, Saskatoon Racing Canoe Club and Saskatoon Rowing Club, for the use of the Victoria Park Boathouse, in accordance with the terms set out in the April 12, 2022 report of the General Manager, Community Services, be approved; and
    2. That the City Solicitor be requested to prepare the appropriate agreement and that His Worship the Mayor and the City Clerk be authorized to execute the appropriate agreement under the Corporate Seal.

General Manager, Community Services Lacroix presented the report and responded to questions of the Committee along with Chief Financial Officer Hack and Solicitor Manastyrski.

The Committee heard from the following speakers:

  • Chris Gilchrist, Board Chair, Saskatoon SPCA Inc.;
  • Dr.  Sandra Neumann, Saskatoon SPCA Inc.;
  • Eva Alexandrovici, Saskatoon Animal Control Agency;
  • Emma Caldwell, Director of Animal Care, Saskatoon SPCA Inc.;
  • Graham Dickson, Saskatoon SPCA Inc.; and
  • Judy Henley, President, CUPE Saskatchewan.

The meeting recessed at 11:17 a.m. and reconvened at 11:27 a.m. with all members of the Committee in attendance. Councillor Kirton was also in attendance.

    That the Standing Policy Committee on Planning Development and Community Services recommend to City Council:

    1. That Option 2 be approved – Increase Funding to the SPCA to Continue to Provide Pound Services for the City for the remainder of 2022, and report back on a detailed plan and level of funding in advance of the 2023 Budget approval;
    2. That the 2022 Contribution to the Reserve For Capital Expenditures be reduced by $102,200 and this operating funding be provided to SPCA as interim funding until a permanent allocation is considered during the 2023 budget deliberations;

    3. That the funding currently approved for animal cruelty investigations be redirected to support the cost of delivering Pound Services; and

    4. That the City Solicitor be requested to prepare the appropriate amending agreement for the funding in 2022 and that His Worship the Mayor and the City Clerk be authorized to execute the agreement under the Corporate Seal.

    That recommendation 3 be amended to the Reserve for Capital Expenditures be reduced by $292,517 as a one-time payment subject to an audit and updated report for budget deliberations.

Councillor Block provided the following notice of motion at the Standing Policy Committee on Planning, Development and Community Services meeting held on March 14, 2022:


'That Administration report back on options to strengthen heritage preservation in Saskatoon in a more sustainable and pro-active manner. Please include a jurisdictional analysis and funding options in time for the next budget deliberations.'


 


A letter from Peggy Sarjeant, Saskatoon Heritage Society, dated April 12, 2022 was provided.

Councillor Block spoke to the motion.

    That Administration report back on current work to promote the Heritage Program and options to strengthen heritage preservation in Saskatoon in a more sustainable and pro-active manner. Please include a jurisdictional analysis, review of applicable façade fees and funding options in time for the next budget deliberations.

'That the Administration provide an update report to the appropriate Committee or Council regarding the state of the Housing Continuum in Saskatoon as background to ongoing discussions relating to the City’s support of related services and strategic partnerships. This report should include:

  • Background information about the housing continuum in Saskatoon including definitions of key terms and concepts (i.e. transitional housing, wrap-around supports, etc.), and models of local housing services
  • Updates relating to housing and sheltering availability across the continuum
  • Updates relating to known pressures across the continuum and any trends in the funding or other sources of those pressures
  • Connection to existing and planned City strategies and working groups with Civic involvement/support'"
