    That the Street Activity Subcommittee 2021 Annual Report of the Community Support Program be received as information.

The 2021 Annual Report and 2022 Work Plan of the Public Art Advisory Committee is provided.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services recommend that the Public Art Advisory Committee 2021 Annual Report and 2022 Work Plan be referred to City Council for information.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services approve the funding allocations for the 2022 Assistance to Community Groups – Cash Grant – Environment Category.

  • Recommendation
    1. That the April 12, 2022 report of the General Manager, Community Services be forwarded to the Municipal Heritage Advisory Committee for information; and
    2. That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council that the Cemetery Master Plan be approved, in principle.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council that a temporary pause of the Civic Naming Program, with respect to receiving and processing new submissions for names to be added to the Names Master List, until such time as a new or amended Naming of City Property and Development Areas Policy, or related policy is developed, be approved.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That the City enter into a funding agreement with the Rotary Club of Saskatoon for their commitment of $40,000 towards the Victoria Park Recreation Facility;
    2. That the City enter into a lease agreement with the Core Community Collective Saskatoon to operate the new Victoria Park Recreation Facility and the adjacent open space in Victoria Park; and
    3. That the City Solicitor be requested to prepare the appropriate agreements and that His Worship the Mayor and the City Clerk be authorized to execute the agreements under the Corporate Seal.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That the extension to the lease agreement between the City of Saskatoon and the Saskatoon Canoe Club, Saskatoon Racing Canoe Club and Saskatoon Rowing Club, for the use of the Victoria Park Boathouse, in accordance with the terms set out in the April 12, 2022 report of the General Manager, Community Services, be approved; and
    2. That the City Solicitor be requested to prepare the appropriate agreement and that His Worship the Mayor and the City Clerk be authorized to execute the appropriate agreement under the Corporate Seal.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:

    1. That the existing Service Contract with the Saskatoon Housing Initiatives Partnership be extended for four-months to August 31, 2022;
    2. That the City Solicitor be requested to draft the necessary extension agreement with the Saskatoon Housing Initiatives Partnership, and that His Worship the Mayor and the City Clerk be authorized to execute the agreement under the Corporate Seal.

  • Recommendation

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council:   

    1. That Option 2 - YMCA Operates Facility as a New Joint Saskatoon YMCA/Leisure Centre be approved in principle as the proposed operating model for the new East Side Leisure Centre, in partnership with the Saskatoon YMCA; and
    2. That the Administration be authorized to enter into discussions with Saskatoon YMCA to develop an Agreement in Principle for the development and operation of the new East Side Leisure Centre.

  • Recommendation

    That the Standing Policy Committee on Planning Development and Community Services recommend to City Council:

    1. That Option 2 be approved – Increase Funding to the SPCA to Continue to Provide Pound Services for the City for the remainder of 2022, and report back on a detailed plan and level of funding in advance of the 2023 Budget approval;
    2. That the funding currently approved for animal cruelty investigations be redirected to support the cost of delivering Pound Services; and
    3. That the City Solicitor be requested to prepare the appropriate amending agreement for the funding in 2022 and that His Worship the Mayor and the City Clerk be authorized to execute the agreement under the Corporate Seal.

Councillor Block provided the following notice of motion at the Standing Policy Committee on Planning, Development and Community Services meeting held on March 14, 2022:


'That Administration report back on options to strengthen heritage preservation in Saskatoon in a more sustainable and pro-active manner. Please include a jurisdictional analysis and funding options in time for the next budget deliberations.'
