The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

The 2023 Annual Report of the Office of the Integrity Commissioner for the City of Saskatoon was provided.

City Clerk Tittemore provided a brief introduction of the matter.  

Angela Kruk, Integrity Commissioner, presented the report and responded to questions.

Councillor Loewen entered the meeting at 9:36 a.m. during the presentation.

A request to speak from Julia Adamson, Friends of the Saskatoon Afforestation Areas Inc., dated February 21, 2024 was provided.

Julia Adamson addressed Committee requesting that there be flexibility to allow organizations to apply for more than one proclamation in a year.

City Solicitor Yelland responded to questions of Committee.

    That Administration review the policy and report back regarding increasing the number of proclamation requests an organization can apply for annually.

City Solicitor Yelland presented the report and responded to questions along with City Clerk Tittemore.

    That the Governance and Priorities Committee recommend to City Council that:

    1. The Saskatoon Municipal Review Commission be disbanded, and a new Compensation Review Committee be struck on an eight-year cycle (option 2(b));
    2. The City Solicitor take the necessary steps to repeal Bylaw No. 9242, The Saskatoon Municipal Review Commission Bylaw, 2014; and
    3. The City Solicitor bring forward a new bylaw creating a Council Compensation Review Committee for City Council’s consideration.

    1. The City apply to the Canada Heraldic Authority to register the City’s coat of arms and flag; and

    2. The City Clerk’s Office lead the application process.

    That the Governance and Priorities Committee recommend to City Council that Schedule “C” of Bylaw No. 9170, The Procedures and Committees Bylaw, 2014 be amended as outlined in the March 13, 2024 report of the City Solicitor's Office.

A/City Manager Lacroix provided a verbal update on the City's response to the recent snow storm event and responded to questions along with Director of Roadways Saric and Director of Emergency Planning Goulden-McLeod.
