The National Anthem was played and Mayor Clark called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People.  He took roll call of those in attendance via teleconference.

Mayor Clark acknowledged the following two people for receiving the Order of Canada on December 30, 2020 noting their contributions to community:

L. David Dubé, for his contributions to business and for his multifaceted philanthropic involvement within the community.

Mayor Clark expressed condolences on behalf of City Council to the families for the loss of the following community members:

Councillor Gersher recognized Dr. Mark Wahba for his quick action in contacting the Saskatoon Fire Department alerting them to a carbon monoxide exposure at an apartment building on January 14 noting that Fire Chief Hackl has presented Dr. Wahba with the Award of Merit.  She further acknowledged other community partners involved such as the Saskatoon Fire Department, Medavie, SaskEnergy, Saskatoon Transit, and the Salvation Army.

Councillor Hill asked if the carbon monoxide incident in 2011 was single- or multi-unit residence.  


Fire Chief Hackl indicated it was a single-family dwelling and indicated he could follow up offline with the Councillor on the work being undertaken in this regard.

Councillor Donauer indicated that with the increased usage of parks that he has received complaints regarding overflowing garbage containers and dog feces.  Has the City increased efforts for waste management in the parks?


General Manager, Community Services Lacroix provided what the level of service is and would follow up if there is any latitude with the budget and will also follow up with the Animal Control Agency. 

Councillor Dubois indicated that Stillwater and Weyakwin have been rescheduled for the residential snow removal indicating that the website has not been updated with new dates.


General Manager, Transportation & Utilities indicated that he will follow up with the Councillor as to when these are scheduled.

Councillor Davies asked for the background regarding the condominiums built on the land previously owned by Innovation Residential. 


Director of Planning & Development Anderson provided information with respect to the development at 107 Thode indicating the City does not control the type of tenure whether ownership or rental properties.  The initial application for assistance was for affordable rental units.

Council paused to consider Item 8.1.1 then returned to this item to hear from Dr. Wells and continue consideration of the matter.

Dr. Kristopher Wells addressed Council indicating that Section D of the proposed Bylaw is inconsistent with other similar bylaws and no other legislation contains such wording. He also suggested to have a supporting corporate policy in place.

    1. Confirms the City of Saskatoon meets the following eligibility requirements of the Municipal Revenue Sharing Grant -Declaration of Eligibility for the reporting year 2020-21:
      • Submission of the 2019 Audited Financial Statement to the Ministry of Government Relations;
      • Submission of the 2019 Public Reporting on Municipal Waterworks to the Ministry of Government Relations;
      • In good standing with respect to the reporting and remittance of Education Property Taxes;
      • Adoption of a Council Procedures Bylaw;
      • Adoption of an Employee Code of Conduct; and
      • All members of Council have filed and annually updated their Public Disclosure Statements, as required; and

'Whereas City Council is regularly presented with land use issues where residents have concerns about the adequacy of our public engagement and information sharing practices; and


Whereas challenges persist in communicating clearly about land matters, re-zonings, etc.;


That the Administration report back about:


Work currently underway in this area, including any recent/related changes, and potential options for future improvements in public engagement practices on land use matters, including but not limited to the application of plain language principles, increasing the scope of potential public engagement practices, an assessment of best practices from other communities; and


Options for partnering with stakeholders to ensure prospective homeowners and/or residents understand the potential for changes in Saskatoon neighbourhoods.'

Therefore, be it resolved that the Administration meet with Saskatoon curling organizations to discuss potential policy options to ensure the long term financial and operating sustainability of these organizations;


Be it further resolved that the Administration report back to the appropriate Standing Policy Committee no later than the second quarter of 2021.'
