Mayor Clark called the Public Hearing Meeting to order on Treaty Six Territory and the Traditional Homeland of the Metis People.  Roll call was taken.

Mayor Clark introduced the matter and a motion to consider first reading of Bylaw No. 9760 was passed.
 
Darryl Dawson, Development Review Section Manager, Community Services Division, reviewed the proposed rezoning and expressed the Division's support.  A slide was displayed of the site.
 
Diane Bentley, Chair, Municipal Planning Commission, expressed the Commission's support of the rezoning.
 
Due to the response to COVID-19, there was no attendance by members of the public and therefore no speakers from the gallery.  There were no submissions requesting to speak.

Mayor Clark introduced the matter and a motion to consider the recommendation was put forward.

Lesley Anderson, Planning & Development Department, Community Services Division, reviewed the proposed University Sector Plan with a PowerPoint and expressed the Division's support.

Diane Bentley, Chair, Municipal Planning Commission, expressed the Commission's support of the proposed University Sector Plan indicating the vote was not unanimous.

    That the following words be added after "be approved": "subject to an amendment to section 4.2 of the report to include the following after policy 4.2.9:

    “4.2.10 The planning and implementation of future concept plans should seek to achieve a high level of integration with surrounding neighbourhoods and seek to achieve a net benefit to communities in developing amenities and services that meet the needs of surrounding neighbourhoods and the university community together.”"

    Final Motion reads as follows:

    That the proposed University Sector Plan, as outlined in the March 30, 2021 report of the General Manger, Community Services, be approved, subject to an amendment to section 4.2 of the report to include the following after policy 4.2.9:

    “4.2.10 The planning and implementation of future concept plans should seek to achieve a high level of integration with surrounding neighbourhoods and seek to achieve a net benefit to communities in developing amenities and services that meet the needs of surrounding neighbourhoods and the university community together."

Christine Guttman, Senior Project Planner, Community Services Division, reviewed the proposed Comprehensive Zoning Bylaw Review - Amendment Package Two with a PowerPoint and expressed the Division's support.
 
Diane Bentley, Chair, Municipal Planning Commission, expressed the Commission's support of the proposed Comprehensive Zoning Bylaw Review - Amendment Package Two.

A report of the Chief Financial Officer, dated April 26, 2021 including the notice that appeared in the local press on April 15, 2021 was provided.

​Mayor Clark introduced the matter and a motion putting forward the recommendations was made.

Kerry Tarasoff, Chief Financial Officer, Corporate Financial Services reviewed his report.

    1. That the following planned borrowing be approved:
      1. Up to $2,500,000 for the Property Assessed Clean Energy Financing Program (Capital Project 1956);
      2. An allowable 10% variance on the borrowing requirements for the project identified. Any variance greater than 10% of the borrowing amount identified must be reported to City Council; and
    2. That an exemption to Council Policy No. C12-009, Portfolio Management, be approved to allow for this borrowing and corresponding internal investment with a maturity term exceeding 10 years.
