Deputy City Clerk Bryant called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis people and confirmed roll call of the members in attendance via teleconference.

The Deputy City Clerk reported that City Council, at its Regular Business Meeting held on November 30, 2020 made the following appointments for 2021:

Deputy City Clerk Bryant opened nominations for Chair.

General Manager, Utilities and Environment Gardiner introduced the report.

Director of Sustainability South along with Manager, Community Leadership & Program Development Burns provided a PowerPoint on the Solid Waste Reduction and Diversion Plan summarizing the plan, how it was prepared, and the 24 actions that the plan proposes to increase the City's diversion rate and subsequently responded to questions of the Committee.

A letter from David Bragg, dated January 10, 2021 was added to this item.

The Chair noted at 10:35 a.m. that Councillor Block was also present.

    1. That the information be received;
    2. That at the next Administrative update to Committee on waste diversion the Administration include additional information on waste to energy technology including:
      • a cost/tonne comparison of waste to energy vs. other options such as landfilling, recycling and diversion,
      • a high-level summary of the range of technologies being used and in development as the industry evolves and changes,
      • an evaluation of the risks and benefits of waste to energy technology as a solution for waste management; and
    3. That the report be forwarded to the Saskatoon Environmental Advisory Committee for information.

General Manager, Utilities and Environment Gardiner provided an overview of the report.

Solicitor Bleakney commented on the benefits of a general interpretation bylaw noting that this is also seen in provincial legislation.

    That the City Solicitor be requested to prepare an Interpretation Bylaw to address the change in Department/Division terminology.
