The Chair called the meeting to order and outlined the process for consideration of the agenda items.

New members, Alexis Bourassa and Jenn Penny were introduced to the Commission.

    1. That the letter from Nick Sackville, Saskatoon and Region Home Builders' Association​, dated April 28, 2020 be added to Item 7.2; and
    2. That the agenda be approved as amended.

    ​That the minutes of Regular Meeting of the Municipal Planning Commission held on February 20, 21 and 25, 2020 be adopted.

A report of the General Manager, Community Services Department was provided.  A/Long Range Planning Manager McShane reviewed the submitted report with a PowerPoint presentation and responded to questions of the Commission.  Senior Planner Ketilson and Planner Kostyniuk were also present to answer questions.

Concerns were raised regarding public engagement during the current circumstances of COVID-19.  The Commission was further informed that the proposed Official Community Plan has gone through extensive public engagement prior to the April 28, 2020 report of the General Manager, Community Services Department.  This would include sections of the plan provided to the Governance and Priorities Committee, Advisory Committees and the Commission.  The public hearing for this matter will be heard at City Council's Public Hearing meeting scheduled for June 25, 2020.  The public is able to submit comments at that time.  It was suggested the Administration reach out to the Community Consultants to connect with the Community Associations and try other forms of engagement such as newspaper, television and radio ads and posters.

    That the Municipal Planning Commission forward a copy of the April 28, 2020 report of the General Manager, Community Services Department to City Council recommending that at the time of the Public Hearing, City Council consider the Administration’s recommendation that the proposed Official Community Plan, as outlined in the April 28, 2020 report of the General Manager, Community Services Department, be approved.

A report of the General Manager, Community Services Department was provided along with a letter from Nick Sackville, Saskatoon and Region Home Builders' Association, dated April 28, 2020.

Planner Rioux reviewed the submitted report with a PowerPoint presentation.  Development Review Manager Dawson, Senior Planner Kotasek-Toth and Senior Project Planner Gutmann responded to questions of the Commission.

Concerns were raised regarding the wording in Appendix 2 of the April 28, 2020 report of the General Manager, Community Services Department.  The Administration noted the wording would be reviewed prior to the final approval of the Zoning Bylaw review.

Clarification was provided regarding administrative approval for expansions of an agriculture research station.  The provision of administration approval for an expansion of 25 percent of a facility will only be for existing facilities and a new facility will require discretionary use approval.

Responding to the letter submitted by Nick Sackville, Saskatoon and Region Home Builders' Association, Administration noted that some items identified in the letter are more complex and will require extensive review.  The RMTN and RMTN1 Technical Advisory Committee was established in February 2020 and includes members of the Saskatoon and Region Home Builder's Association.

    That the Municipal Planning Commission forward the April 28, 2020 report of the General Manager, Community Services Department be submitted to City Council recommending that at the time of the public hearing, City Council consider Administration’s recommendation that the proposed text amendments to Bylaw No. 8770, Zoning Bylaw,2009, as outlined in the April 28, 2020 report of the General Manager, Community Services Department, be approved.
