The National Anthem was played and Mayor Clark called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People. He took roll call to determine attendance via teleconference.

Mayor Clark congratulated Councillor Donauer and his family on the arrival of their first grandchild.

He also acknowledged the front line agencies who continue to provide services to the community and the Emergency Operations Centre for its collaboration with those agencies.

Councillor Dubois asked if the process could be outlined for the Library since the $9 million land acquisition was announced and if it is it a probability that the project could be put on hold due to pandemic and due to financial reasons.  

City Manager Jorgenson provided an overview of governance of the Saskatoon Public Library and noted that the land has been acquired. Councillor Gough, member of the Saskatoon Public Library Board, indicated that the land purchase was made in February of 2020.

Councillor Dubois requested an update on status of Taylor Street extension work specifically as it pertains to the Rosewood neighbourhood. 

General Manager, Transportation and Construction provided an update briefly outlining the construction schedule and that notices to residents have been sent.  He undertook to provide the Councillor with information as to how and when the notices were sent.  

Councillor Hill asked if the City is offering same concessions to its power clients same as SaskPower is.   

Chief Financial Officer Tarasoff indicated he is not aware of the SaskPower program and that future reporting is anticipated regarding this.   

Councillor Hill noted the information on staff being redeployed as park ambassadors and asked for an update. He suggested the City look at possibly using Segways, bikes, golf carts, etc. for staff to use as park ambassadors to provide education to the public.   

General Manager, Community Services Lacroix provided a brief update and outlined the challenges of the suggestion.   

Councillor Donauer requested an update on the Meewasin and the closing of some of the rural park sites, i.e. Cranberry Flats.

General Manager, Community Services Lacroix indicated that they have been working in collaboration with the Meewasin noting some of the unwanted behaviors and activities that have been occurring.  

Item 8.5.4 was removed from the Consent Agenda.

  • That the relevant provisions of Bylaw No. 9170 be suspended to provide for member attendance at meetings of the Municipal Planning Commission via teleconference, for the immediate future during the current COVID-19 Pandemic. Additionally, that the measures remain in place until recognized public international, federal, or provincial health authorities advise that the pandemic is no longer a threat to public safety and the social distancing protocols have been lifted by them.

    2. That a bylaw be drafted to prohibit conversion therapy as a business in Saskatoon; and

That City Council write to other orders of government expressing Saskatoon's support for tabled Bill C-8, An Act to amend the Criminal Code (conversion therapy), indicating that we intend to align our business license practices with the direction of the Federal Government on this issue once Bill C-8 is in effect.

Councillor Donauer gave the following Notice of Motion:

'TAKE NOTICE that at the next meeting of City Council I intend to move the following motion:

"Concerning the April 6, 2020 report on the Tree Protection Process Amendments and the Council directions dated June 25, 2018 and September 30, 2019, that the Administration bring a report with policy amendments as follows:

  1. To allow for replacement of nuisance trees;
  2. To make the process easier and less prohibitive for residents;
  3. To take into account the value of replacement trees and enable residents to donate the planting of new trees to ensure a healthy urban forest;
  4. That the City bear the cost of removal, as the nuisance is created by our tree."'
