The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis people, and confirmed roll call of the members in attendance via teleconference.

Director of Transportation Magus provided a PowerPoint and together with Solicitor Kowalski, answered questions of the Committee.

Benjamin Quattrini, The Boutique, was available for comments and answered questions of the Committee.

Arda Erturk, Roll Technologies, provided a presentation and answered questions of the Committee.

    1. That the Standing Policy Committee Transportation recommend to City Council:
      1. That the Administration begin work on this project as part of the 2022 department workplans, with work beginning the spring 2022 with a go-live pilot project date of spring 2023 for electric scooters.
      2. That City Council write a letter to the Minister responsible for SGI to request an exemption for electric scooters similar to the exemption that exists for Electric bicycles.
    2. That this report be forwarded to the Saskatoon Accessibility Advisory Committee for feedback.

    That the Administration consult with the Saskatoon Accessibility Advisory Committee for feedback prior to undertaking the next steps as outlined in the report.

General Manager, Transportation & Construction Schmidt presented the report and together with Director of Saskatoon Transit McDonald responded to questions of the Committee.

    That the Standing Policy Committee on Transportation recommend to City Council:

    That Capital Project #2328 - Transit Implementation Plan be increased by $500,000 in 2021 funded through the Bus Rapid Transit funding plan and decreasing the 2022 capital allocation to this project.

Kira Judge, Saskatoon Cycles provided a presentation supporting options 2 and 3 being considered for the Victoria Avenue Bikeway and answered questions from the Committee.

The meeting recessed at 4:13 p.m. and reconvened at 4:28 p.m. All members of Committee were in attendance and discussion on this matter continued.

    That the Standing Policy Committee on Transportation recommend to City Council:

    That Option 1 – Bidirectional Bike Lane (west side) be approved in principle.
