The meeting was called to order at 11:32 p.m.

The Chair updated the Committee on:

Heritage Festival of Saskatoon

The Chair thanked Andrew Wallace, Haven Rees and Catherine Kambeitz for their assistance at the festival.

Indigenous Elder Circle

The Chair is hoping to have a meeting set soon to discuss the Indigenous Elder Circle.

Letter to the Standing Policy Committee - Frances Morrison Central Library

The letter to the Standing Policy Committee on Planning, Development and Community Services for consideration regarding the Frances Morrison Central Library building heritage status was deferred until the February meeting. 

Meeting with the City Clerk's Office

There was discussion as to the next steps of the Boards and Committee's review.

The Standing Policy Committee on Planning, Development and Community Services, at its meeting held on August 14, 2018, considered an item regarding the potential of engaging in an Intangible Heritage Listing program.

The Committee resolved that the matter be referred to the Administration to collaborate with the Municipal Heritage Advisory Committee and other stakeholders and report on options to possibly engage in the Intangible Heritage Listing program for 2019”

Planner Rees provided an overview as to what intangible heritage is and Community Development Manager Kitchen spoke to the intangible heritage projects that have been undertaken in the past by the Administration. The Committee was informed of the process taken to receive the information collected and the immense amount of information received.  The Administration also shared the lessons they had learned from collecting the information.  The Committee agreed that further review is required.

Planner Rees reviewed the submitted report.  Heritage and Design Coordinator Kambeitz and Development Review Manager Dawson addressed questions of the Committee related to the updates to the policy.  The Committee requested to have the Administration educate the Committee on how these applications are processed.

Senior Planner Ketilson provided a PowerPoint presentation to the Committee outlining the updates to the Official Community Plan related to heritage.  Long Range Planning Manager McShane addressed questions of the Committee related to the timeline of the redesign.  During discussion the Committee was informed that this matter will be reconsidered in the future and the Committee would be able to provide further feedback on amendments and additions to the plan.

Planner Rees introduced the memo to the Committee and addressed questions of the Committee related to the replacement of the glass window in the door. The Committee was also advised that the owner plans to replace it to the original state.  The Committee was in support of the application.

The Municipal Heritage Advisory Committee have been invited to the 2020 Heritage Forum, “Our Places - Our Stories That Matter”, taking take place at the Western Development Museum in Saskatoon, on Thursday, February 27, 2020.

The Committee selected Lenore Swystun, Michael Williams and Paula Lichtenwald to attend.

This is a standing item on the agenda for the Committee, and/or any subcommittees, to provide updates regarding items on its work plan and any matters being referred to the Standing Policy Committee for consideration.

As stated in the Terms of Reference, the Committee shall submit an annual report, in the prescribed form, outlining the previous year's accomplishments and a work plan for the upcoming year, to City Council through the Standing Policy Committee on Planning, Development and Community Services. This report shall be submitted by March 31, 2020 and serve to demonstrate how the Committee remains relevant and current.

A copy of the 2018 Annual Report and the 2019 work plan was provided.

The Municipal Heritage Advisory Committee's goals and priorities for the Committee were attached for review to assist with discussion on the 2020 work plan.
