The Chair called the meeting to order on Treaty 6 and the Traditional Homeland of the Métis people and confirmed roll call of the members in attendance via teleconference.

    1. That the requests for extension to The Noise Bylaw be added as Items 6.1.1 to 6.1.5;
    2. That the letter requesting to speak from Greg Clark, dated August 5, 2021, be added to item 6.1.1; 
    3. That the letter submitting comments from Dr. Frank Scholz, dated June 5, 2021, be added to item 7.1.2;
    4. That the letter requesting to speak from Julian Demkiw, dated August 6, 2021, be added to item 7.2.1;
    5. That the items with speakers be considered immediately following Unfinished Business:
      1. Item 6.1.1 - Greg Clark;
      2. Item 7.2.1 - Julian Demkiw; and
    6. That the agenda be confirmed as amended.

A report of the Administration regarding noise bylaw extension requests was provided.

General Manager, Utilities and Environment Gardiner advised that the Noise Bylaw Extension requests as outlined in 6.1.1 to 6.1.5 requires the approval of the Standing Policy Committee on Environment, Utilities & Corporate Services as determined by the Administration.

Request to Speak - Greg Clark, dated August 5, 2021.

Greg Clark, Hudson's Saskatoon, spoke regarding this matter indicating a revised dated of August 27, 2021 to August 28, 2021 to 1:00 a.m.

Director of Parks Crilly responded to questions of committee.

    That the Administration report back to the appropriate committee regarding near-term options to reduce the burden of proper elm disposal and other forestry materials required for prevention of disease spread on citizens including waiving landfill fees.

A report of the General Manager, Transportation and Construction was provided.

  • Councillor Loewen declared a conflict on this item. (Councillor Loewen declared a conflict of interest on this matter as she owns property with a private-side-only connection.)

Councillor Loewen excused herself from discussion and voting on the matter.

General Manager, Utilities and Environment Gardiner provided an overview of the report. Director of Technical Services, Willems provided a more detailed overview of the report, and answered questions from the committee.

    That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend that City Council: 

    1. That a required replacement program be initiated with the Saskatoon Water covering costs over the typical replacement cost of $3,520, and that homeowner costs be eligible for deferrals on property taxes in line with previous programs.
    2. That the City Solicitor be requested to bring back the necessary bylaw amendments to Bylaw 8880.

A report of the General Manager, Utilities and Environment was provided along with a request to speak from Julian Demkiw, Senior Strategist, University of Saskatchewan, dated August 6, 2021.

General Manager, Utilities and Environment Gardiner presented the report. Julian Demkiw, a Senior Strategist at the University of Saskatchewan, spoke regarding this matter. 

Director of Sustainability, South responded to questions of committee.

    That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend to City Council that the City of Saskatoon act as signatory to the Climate Commitment and Call to Action with the University of Saskatchewan as outlined in this report.

A report of the General Manager, Utilities and Environment was provided.

General Manager, Utilities and Environment Gardiner presented the report to the committee.

    That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend to City Council:

    1. That the following capital projects be established, and funding allocated from the 2021 Sustainability Reserve as follows: 
      1. Sustainable Food Pilot establish Capital Project – $140,000
      2. Climate Adaptation Capital Project P.02598 - $30,000 
      3. Traditional Land Use and Knowledge Assessment Capital Project P.02390 - $225,000 
      4. Street Garden Expansion P.02390 - $51,500, and

    2. That the following capital projects be considered for establishment and funding from the Sustainability Reserve in the 2022-2023 Business Plan and Budget deliberations:
      1. Climate Adaptation Capital Project P.02598 - $130,000 (2022) 
      2. Electric Vehicle Adoption Roadmap establish Capital Project - $45,000 (2022) & $175,000 (2023)
      3. SaskPower Energy Assistance Program Capital Project P.03001 - $75,000 (2022) & $75,000 (2023).
