The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

    1. That the letter from Deputy City Solicitor Manastyrski, dated September 12, 2024 be added as Urgent Business Item 7.1 - Police Services Agreement - The Saskatoon Board of Police Commissioners and Peter Ballantyne Cree Nation;
    2. That the letter from Deputy City Solicitor Manastyrski, dated September 12, 2024 be added as Urgent Business Item 7.2 - Police Services Agreement - The Saskatoon Board of Police Commissioners and Muskeg Lake Cree Nation; and
    3. That the agenda be confirmed as amended.

  • Attended the Canadian Association of Police Governance (CAPG) Conference from August 8 to 11, 2024 in Halifax, Nova Scotia;
  • Nominated to be a member of the CAPG Board of Directors, as a representative for the City of Saskatoon and Province of Saskatchewan; and
  • Acknowledged the Saskatoon Police Service for the search for Mackenzie Trottier.

Chief McBride spoke to the following:

  • Next week, SPS Executive staff will be attending the Saskatchewan Association of Chiefs of Police fall meetings in Prince Albert;
  • September 5, 2024 - While on a patrol shift had the opportunity to utilize the complex needs emergency shelter at 1701 Idywyld Drive North. Staff were exceptional and all around good experience;
  • September 7, 2024 - Attended Métis Cultural Days and participated in the neck bone eating contest;
  • September 15, 2024 - Attended the memorial for Mackenzie Trottier;
  • September 29, 2024 - Attending the Annual Police and Peace Officer Memorial in Regina;
  • September 30, 2024 - Attending Saskatoon Tribal Council Traditional Pow Wow;
  • October 3, 2024 - SPS Exemplary Service Awards Banquet; and
  • October 4, 2024 - Deputy Chief Haye will be attending Sisters in Spirit Annual Vigil to honour the lives of murdered and missing indigenous women.

Chief McBride presented the report with a PowerPoint. He responded to questions of the Board along with Director of Finance and Asset Management Warwick.

    That the Board approve the 2025 operating budget estimates and forward to Saskatoon City Council for further consideration and approval.

    That the Board approve the 2025 Capital Budget estimates and 2026-2029 Capital Plan and forward to Saskatoon City Council for further consideration and approval.

    That the $765,000 capital contribution from operating required to outfit new officers funded by the Province be a one-time contribution, subject to review within 2026 budget deliberations.

At its meeting held on June 20, 2024, the Board considered a presentation from Keith Moen, NSBA Saskatoon's Business Association and resolved that the Saskatoon Police Service report back on opportunities to implement additional online and in person crime reporting options including Waitwell functionality and online reporting for property crimes over $5000 through Cop Logic.


In this regard, a report of the Chief of Police was provided.

Chief McBride introduced the item. Inspector Berg presented the report and responded to questions of the Board.

City Clerk Tittemore presented the item.

Commissioner Jeffries excused himself from the meeting at 2:54 p.m.

    1. That the Board of Police Commissioners approve the proposed Police Services Agreement; and
    2. That the Board Chair and Secretary to the Board be authorized to execute the agreement.
