The Chair called the meeting to order. Elder Julie Pitzel was in attendance and provided the land acknowledgment on Treaty 6 Territory and the Traditional Homeland of the Métis People. The Chair confirmed roll call.

Chair Custead spoke to the following:

  • Acknowledged this would be her last meeting after serving six years on the Board of Police Commissioners. She also recognized Commissioner Healy and the end of his six-year term as well;
  • Attended City of Saskatoon budget deliberations on November 28, 2023 with Commissioner Healy to present the SPS budget;
  • Attended the retirement celebration for Chief Cooper;
  • Attended the Volunteer Appreciation Event on December 5, 2023;
  • Recognized SPS Solicitor Ashley Smith, who was recognized with the King's Counsel designation for her contributions to the legal profession and public service across the province.

A/Chief McBride spoke to the following:

  • Attended the swearing in ceremony for Prince Albert Police Chief Nogier;
  • The Community Police Academy graduation ceremony was held on December 6, 2023;
  • Saskatchewan Police College graduation ceremony was held in Regina, SK on December 8, 2023;
  • Victims Services Appreciation Dinner was held on December 5, 2023;
  • Attended a Fireside Chat on December 14, 2023, a series organized by the SPS Public Community Engagement Division;
  • SPS Canine Unit visited the James Patterson Children’s Hospital to provide gifts to the children with Police Service dog Diesel and a team from Prince Albert Canine Unit.
  • The Community Mobilization Unit partners with St. Pauls Hospital Foundation on a program called the Christmas Angel Project. Paper angels decorated with gift suggestions are gathered from the local schools. The SPS members have an opportunity to pick a paper angel and fulfill that Christmas wish for a child.

  • SPS released a new podcast series on December 15, 2023 called 'Deals, Debts and Death: The Disappearance of Kandice Singbeil'.

Commissioner Mayor Clark recognized the hard work and dedication of Commissioners Custead and Healy, who have served on the Board of Police Commissioners for the past six years.

A report of the A/Chief of Police was provided.

A/Chief McBride introduced the matter.

A/Deputy Chief Haye and Rhett Sangster, Office of the Treaty Commissioner presented the report and introduced the additional representatives from the Office of the Treaty Commissioner that were present in the gallery.

A/Deputy Chief Haye responded to questions of the Board.

The Board was requested to set its meeting dates and times for 2024. The following dates commencing at 1:00 p.m. were proposed:

*Fourth Thursday due to conflict with Council's Strategic Planning Session


It was noted there are no meetings scheduled in July and October and November due to the Civic Election.

A report of the Measurement and Evaluation Committee of the Board of Police Commissioners was provided.

    1. That Commissioner Mayor C. Clark be appointed as Acting Chair of the Board of Police Commissioners from January 1, 2024 until the a chair is elected for 2024; and
    2. That a blind process be used when selecting a chair and vice-chair for 2024.

The Board completed its In Camera session at 5:05 p.m. and reconvened publicly to rise and report, as follows:

    1. That the letter from the Saskatoon Board of Police Commissioners, dated December 1, 2023 to the Province of Saskatchewan regarding the need for supportive housing and suggestions to enhance services for complex needs individuals be released to the public, appended to the public minutes;
    2. That Commissioner Jeffries be reappointed as a trustee for the Saskatoon Police Pension Plan (New) to the end of 2026; and
    3. That the remaining correspondence, reports and discussion remain In Camera under its Governance Policy No. 12.4, Section 10(2) of The Saskatoon Board of Police Commissioners Bylaw No. 7531, Section 27(15) of The Police Act, 1990, and Sections 16(1)(b) and (d), 21 and 28 of The Local Authority Freedom of Information and Protection of Privacy Act.
