The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis people.

    1. That a request to speak from Greg Clark, Hudson's Pub Saskatoon, dated April 28, 2022 be added to Item 6.1.2; 
    2. That the items with speakers be considered following Adoption of Minutes:
      • 6.1.2 - Greg Clark; and
    3. That the agenda be adopted as amended.

[Approval of exemptions under The Noise Bylaw]


The Deputy City Clerk reported that the Noise Bylaw Extension requests below required the approval of the Standing Policy Committee on Environment, Utilities and Corporate Services as determined by the Administration.

Information provided by the Special Event Interdepartmental Committee (Administration) as well as the Noise Bylaw Extension Guidelines, were provided.

General Manager, Utilities and Environment Gardiner introduced the following noise bylaw extensions. General Manager, Community Services Lacroix responded to questions of the Committee along with Solicitor Bogad and Recreation Community Development Manager Babyak.

    That the Noise Bylaw Extension request from PINK Bar and Lounge on 24th Street East, June 16 to 18, 2022 to 12:00 a.m. be approved subject to any administrative conditions.

    Against: (1)Councillor Gough
    Absent (2)Councillor Hill, and Mayor C. Clark
    CARRIED

A request to speak from Greg Clark, Hudson's Pub Saskatoon, dated April 28, 2022 was provided.

Greg Clark, Hudson's Canada's Pub asked the Committee to extend the time of the event to 1:00 a.m. and responded to questions of the Committee.

    That the Noise Bylaw Extension request from Hudson's Canada's Pub at 401 21st Street East, July 21 to 23, 2022 to 12:00 a.m. be approved subject to any administrative conditions.

A report from the Administration was provided.

General Manager, Utilities and Environment Gardiner introduced the item. Director of Sustainability South provided a PowerPoint and responded to questions along with General Manager, Utilities and Environment Gardiner, Education and Environmental Performance Manager Weckworth and Special Projects Manager Russell. 

Councillor Hill entered the meeting at 10:04 a.m.

    1. That the Standing Policy Committee on Environment, Utilities and Corporate Services recommend to City Council that the Water Conservation Strategy report be approved in principle.
    2. That the report of the General Manager, Utilities and Environment, dated May 2, 2022 be forwarded to Saskatoon Environment Advisory Committee for information.
