The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

Chair Custead spoke to the following:

  • Chief Cooper announced his retirement from Policing effective January 2024;
  • Attended the Annual SPS Exemplary Service Awards - October 5, 2023;
  • Attended the Governance and Priorities Committee on October 11, 2023 along with Chief Cooper to present the 2024/2025 Budget Information Update report.

Chief Cooper spoke to the following:

  • Deputy Chief McBride attended the Saskatchewan Chiefs of Police meeting on October 11, 2023. A resolution was passed to support the Canadian Association of Chiefs of Police resolution - Truth and Reconciliation Commission Call to Action #17.
  • YXE First Responders Fitness Festival occurred on October 14 and 15, 2023.
  • The SPS Drug Unit has completed an investigation that involved the seizure of cash, cocaine, vehicles etc. and resulted in three arrests.
  • Saskatoon Police Service Dog, Yanga won 'Top Dog' at the Canadian Police Canine Association - National Police Dog Championships in Barrie, Ontario.
  • Attended Speak Out! event on October 13, 2023 at Saskatoon Police Service Headquarters.  This is an event where high school students speak to community leaders about issues and concerns in the community. Mayor Clark, Fire Chief Hackl, Commissioner Gough, Honourable Don Morgan, MLA, and Troy Davies, Medavie were also in attendance.

Commissioner Healy attended two events hosted by the Peoples Bridge Advocacy included in the Cultural Café Series - Indigenous Culture on September 12, 2023 and Afghani Culture on October 10, 2023. The Cultural Café is a monthly gathering where individuals from various backgrounds come together and share their traditional cuisine, stories, arts, history, language, sports, and geography.

A report of the Police Chief was provided.


A request to speak from Shane Partridge, Pleasant Hill Community Association, dated October 3, 2023 was also provided along with a letter from Adam Pollock, President, Pleasant Hill Community Association, dated September 14, 2023.

The Board heard from Shane Partridge and Ruth Reimer, Pleasant Hill Community Association who also responded to questions of the Board.

Chief Cooper presented the report with a PowerPoint together with Item 3.2 and responded to questions of the Board.

    That the Board approve the Saskatoon Police Service Operating Budget Estimates for 2024 and 2025 and forward to Saskatoon City Council for consideration, and approval, as part of the City’s November Budget process, as per The Police Act, 1990 s.33.

    Given the opportunity to match Provincial investment in Alternate Response Officer (ARO) positions, will the administration bring forward to the November 16, 2023 Board of Police Commissioners meeting, a business case report for co-investment, outlining where capacity can be made within the budget presented, and how total projected ARO units would be deployed if fully resourced.
