The Deputy City Clerk called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

City Council, at its Regular Business meeting held on September 27, 2023, made the following appointments for 2024:


Standing Policy Committee on Planning, Development and Community Services

  • Councillor C. Block
  • Councillor T. Davies
  • Councillor H. Gough
  • Councillor Z. Jeffries
  • Councillor M. Loewen

The Committee was requested to appoint a Chair and Vice-Chair for 2024. Councillor Davies was Chair and Councillor Jeffries was Vice-Chair for 2023.

    That Councillor Davies be appointed Chair of the Standing Policy Committee on Planning, Development and Community Services to November 20, 2024.

      • Joanne Blythe, Chad Hammond, and Candace Savage, Wild About Saskatoon, dated January 6, 2024;
      • Meghan Mickelson, Swale Watchers, dated January 7, 2024;
      • Julia Adamson, Friends of the Saskatoon Afforestation Areas Inc., dated January 8, 2024; 
    3. That the agenda be confirmed as amended.

A letter requesting to speak from Kelsey Stroeder, dated January 2, 2024 was provided and introduced by General Manager, Community Services Lacroix.

Kelsey Stroeder addressed the Committee on the matter.

    That the correspondence with respect to limiting the number of animals in a household be sent to administration for inclusion in the annual review of the Animal Control Bylaw for a report back to the Standing Policy Committee on Planning, Development and Community Services.

The Municipal Heritage Advisory Committee 2023 Annual Report was provided and introduced by General Manager, Community Services Lacroix.

    That the 2023 Annual Report for the Municipal Heritage Advisory Committee be forwarded to City Council for information.

The Marr Residence Annual Report 2023 was provided and introduced by General Manager, Community Services Lacroix.

A report of the Community Services Division was provided, along with a letter from Leah Brodie, Nutrien Wonderhub, dated January 8, 2024. 

General Manager, Community Services Lacroix presented the report and noted that the reference in the report to the assessment committee should instead read "adjudication committee."

Mayor Clark re-entered the meeting at 9:45 a.m.

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council that project funding recommended by the Cultural Grant Capital Reserve Assessment Committee, for 2024, as outlined in the January 10, 2024 report of the Community Services Division, be approved.

A report of the City Solicitor's Office was provided and presented by General Manager, Community Services Lacroix. Together with Solicitor Manastyrski, they responded to questions of Committee.

    That the Standing Policy Committee on Planning, Development and Community Services recommend to City Council that the City Clerk be instructed to repeal Council Policy C07-001, Sidewalk Sales.
