The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

  • Canadian Association of Police Governance conference is going to be held August 14 - 16, 2025, in Victoria, BC. 
  • Canadian Association of Police Governance hosted a conference on February 19 - 20, 2025, in Calgary, AB on First Nation Police Governance.

Chief McBride spoke to the following:

  • SPS hosted a Round Dance and Feast on January 31, 2025.
  • Participated in a meeting at Whitecap Dakota First Nations with Saskatoon Tribal Council and RCMP in regard to rural policing. 
  • SPS participated in the Chinese New Year celebration at the Mandarin on February 8, 2025.
  • SPS participated in the Huskie Women of Influence Breakfast at TCU Place on February 11, 2025.
  • Attended the civic internship program graduation ceremony at City Hall on February 13, 2025. 
  • SPS members attended the Annual Diversity Awards Gala hosted by the Open Door Society.
  • February 18, 2025, swore in 6 new alternative response officers for SPS. 
  • Human trafficking awareness day, February 22, 2025, including a flag raising at City Hall with a round table discussion following.
  • Community consultation session, to prepare for the development of the strategic plan, on February 27, 2025.
  • Attending Black History month Gala on February 28, 2025.

    That the Board authorize the same salary increases and benefit changes for 2023, 2024 and 2025 for SPS Out-of-Scope employees that have been negotiated for the Exempt Staff Association (ESA) out of scope employees with the City of Saskatoon.

Chief McBride introduced the item. Director, Police Information and Planning, Stewart presented the report with a PowerPoint. Chief McBride responded to questions of the Board along with SPS Executive Director Arscott.

    That the Board review the results and approve the contribution of $1,631,168 to the SPS Fiscal Stabilization Reserve and approve the contribution of $90,000 to the SPS Renovations Reserve.

    That the Board move In Camera to consider matters exempt to the public under its Governance Policy No. 12.4, Section 10(2) of The Saskatoon Board of Police Commissioners Bylaw No. 7531, Section 27(15) of The Police Act, 1990, and Section 16(1)(b) and (d), 21 and 28 of The Local Authority Freedom of Information and Protection of Privacy Act.

Commissioner Block excused herself from the meeting at 2:55 p.m.

Chief McBride left the meeting at 3:13 p.m.

Board Solicitor Edmondson left the meeting at 3:17 p.m.

The Board completed its In Camera session at 3:42 p.m. and reconvened publicly to rise and report, as follows:
