The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call.

Chair Custead spoke to the following:

  • Provided condolences to the family of Constable Sedgewick and members of SPS;
  • Received thanks from Trevor Percy regarding the Board's condolences for Dwight Percy;
  • Attended the Urban Reserve signing ceremony for Lac La Ronge Indian Band on September 11, 2023;
  • City of Saskatoon has posted the Call for Applications  regarding to 2024 recruitment for the Board of Police Commissioners. The Chair encouraged individuals to apply at saskatoon.ca/boards.

Chief Cooper spoke to the following:

  • Annual SPS Exemplary Service Awards – October 5, 2023. Police Officers are recognized for their time with the service;
  • YXE First Responders Fitness Festival - October 14 and 15, 2023. The event will be held at the Gordie Howe Sports Complex. Members of the public are invited to attend and watch. More information can be found on their facebook page.
  • SPS partnered with the BOLO program on one of our outstanding warrants. This program provides funds and mechanisms to amplify a warrant for arrest on certain individuals;
  • Currently searching for volunteers for the Victim Serves Unit. Volunteers receive training. More information can be found on the website at https://saskatoonpolice.ca/victim/;
  • Highlighted the ongoing education work of SPS Public Affairs Division. Recently educating on the proper use of e-scooters. More information can be found at www.saskatoon.ca\escooters; and
  • The School Resources Officers are back in place following the start of school in September. Asked the public to be mindful of school and playground zones.

City Council, at its Regular Business meeting held on August 30, 2023 considered the above matter and resolved that City Council submit a request to the Board of Police Commissioners that the Saskatoon Police Service budget be submitted earlier that the typical process in order to align with Governance and Priorities Committee's process for budget preparations, and in order to be incorporated into civic administration's options.

    That the Saskatoon Board of Police Commissioners request Saskatoon Police Service to provide the budget earlier than the typical process.

    That the Board move In Camera to consider matters exempt to the public under its Governance Policy No. 12.4, Section 10(2) of The Saskatoon Board of Police Commissioners Bylaw No. 7531, Section 27(15) of The Police Act, 1990, and Section 16(1)(b) and (d), 21 and 28 of The Local Authority Freedom of Information and Protection of Privacy Act.

SPS Administration left the meeting at 3:45 p.m. with the exception of Chief Cooper

The meeting recessed at 3:45 p.m. and reconvened at 3:52 p.m. with all members in attendance (Councillor Gough virtual)

Chief Cooper left the meeting at 4:22 p.m.

Board Solicitor Edmondson left the meeting at 4:29 p.m.

Commissioner Gough left the meeting at 4:38 p.m.

The Board completed its In Camera session at 4:38 p.m. and reconvened publicly to rise and report, as follows:
